Blockchain technology based shared DLS (Distribute Ledger System) platform for citizen/e-services


Establishment of DLS platform, by BCC (Bangladesh Computer Council), is an initiative which enables govt agencies to ensure security of critical data. Citizen services are prone to hacking, data leaking and information theft. Storing critical data in DLS platform will protect it from hacking, leaking and theft. It establishes traceability and transparency of any system. Its a big leap by BCC towards embracing challenges of 4IR. It’s the FIRST EVER Blokchain initiative by some govt organization in Bangladesh

Description

Digital Bangladesh: vision 2021 comprises ensuring people's democracy and human rights, transparency, accountability, establishing justice and ensuring delivery of government services to the citizens of Bangladesh through maximum use of technology. From the last few years, Blockchain Technology has received a lot of attention from both industry and academia due to its decentralized, persistency, anonymity and auditability properties. BCC’s Blockchain Platform is such an initiative that possesses these attributes. This is a private DLS system intended to provide service to govt agencies only. We are terming it as a platform as the same DLS infrastructure is being used by multiple services/ application systems to store it’s critical data/info.

Results achieved:
Currently BCC DLS platform is being used by 4 govt applications :- 1)recruitment management system, 2)Bangladesh Korea Institute of Information & Communication Technology (BKIICT) Training Management System, 3) Digital Service Book & ePension system for Primary School Teachers, 4) Foodgrain Procurement Systems. BCC's Blockchain activity was selected as FINALIST in Enterprise Blockchain Transformation Award 2019 by Blockchain Revolution Global. BCC, in collaboration with IBM India, has established a Center of Excellence lab to harness it's accomplishment regarding Blockhchain/DLS and Industry 4.0 activities
Impact:
Blockchain Platform is helping BKIICT and BCC to protect fraudulent practices related to certificates, admit cards etc by unscrupulous persons. Employer organizations are now able to verify authenticity of training certificates instantly. Previously, it took days to get certificate verification result from BCC/BKIICT. Blockchain Powered Digital Service book system will enable Department of Primary Education to ensure transparency and trustworthiness in the system. Teacher will rely on the service delivery of primary education. Farmers will feel confidence in getting payments as per approved WQSC without any intervention of middleman

Replicability

If a concept or project has been proven to work in one community or region, it can often be exported to other communities or regions in the same country or abroad. We strongly believe that the project can easily be replicable in any other state, country or enterprise organizations. We highly encourage to adopt our projects for those systems where consensus, immutability, provenance and transparency are required. As we have already said that all the services connected to our blockchain platform communicate with our National e-Service Bus which is based on TOGAF standard and NEA (National Enterprise Architecture) concepts, so any enterprise organizations can easily replicate our project and get enterprise level blockchain as a service.


Sustainability

BCC has a clear objective to adopt emerging technologies for the betterment of the country. It always played pioneer role to implement/adopt emerging technologies. Also, it has the authority from government and capability also to play with the modern tools/technologies. Apart from Blockchain, BCC is also working on AI, ML, IOT, Robotics and Other elements of Industry 4.0.
We have started blockchain journey at the end of 2017. After a lot of learnings and brainstorming, we finally deployed our private blockchain platform in our own National Data Center in August of the same year. From that time to now, our blockchain platform is working smoothly without any disruption. The services connected to blockchain platform are working fine without any complain. There several reasons behind this continuous service. BCC has dedicated team for Blockchain and DLS related activities whose members have a profound knowledge on Blockchain, DLS and related concepts, tools/technologies. In the team, it has several members who are certified Blockchain professionals from Blockchain Council, BTA (Blockchain Training Alliance) and IIB Council. Without Trained and capable resources no program can move or achieve something significant. So BCC is planning to train up more resources to accelerate its blockchain journey. The team is still continuing the research and development related to blockchain and DLS platform related activities, improvement, system integration etc. We understand that any program/strategy will suffer in the absence of a dedicated working team. Even it may raise question about the program/strategy's success. That's why BCC has engaged a dedicated team for the endeavor. GoB (Government of Bangladesh) has approved an extended organogram for BCC. It will enable BCC to recruit 100+ employees in its premises. It will create scope to include more resources in Blockchain team very soon. As we can see that there are a lot future plans to continue the project, so we must believe that the project going to sustain in the future


WSIS values promotion

The project promotes WSIS values by providing and promoting wide access to all govt. services though the usage of Bangladesh National Digital Framework (https://nda.bcc.gov.bd/). There currently exists no proper universal and uniform standard for organizations to aggregate and share data. Government organizations need a system that unbiasedly enforces standards and rules to allow all relevant stakeholders to access the full set of data they require. If there are manipulations done in a records, it could be easily tracked across entities in a way that has never been done before. As every information is distributed with multiple entity, it removes the centralization of one party. As a result of adopting this emerging technology, it has become possible to prevent fraudulent activities on digital documents e.g. certificates, admit cards and restrict unauthorized modification in digital service book systems and seamless procurement of food (paddy) from farmers. And obviously it ensures transparency and increase trust among different entities. It has removed middleman for the attestation of digital certificates and make verification process easy through the use of Blockchain Validator App. Thus this project has become a role model for adopting blockchain technology in e-governance sector of Bangladesh.
