Description

Dubai 10X is a bold strategy that aims to place Dubai 10 years ahead of other cities. Through out of the box disruptive future oriented exponential thinking. Since its launch, 36 government entities were invited to participate. The first requirement is for every government entity to set up – and staff with adequate resources – an independent X-Unit mandated with the objective of finding ways to disrupt their own organization’s practices and develop their own moonshot solutions to deliver beyond their mission. In February 2018, a set of 26 projects were launched at the World Government Summit targeting different sectors.

Replicability

The UAE Government is setting an example for authorities all around the world as it moves from simply forecasting the future to actively working to shape it. The Dubai 10X sets the Government of Dubai on a mission to be 10 years ahead of all other cities – hence the name 10X (with X symbolising experimental, out-of-the-box future oriented exponential thinking).
The project is the first of its kind in the world to adopt the method of innovation in the current government work and we are currently exporting the experience of the UAE to a number of Arab and international countries to train teams to bring about radical changes and positive in the governmental business system.


Sustainability

This project was implemented in cooperation with 37 government agencies with the aim of bringing about radical changes in the system of government services to make Dubai precede the cities of the world by 10 years. The project serves 2.8 million residents in Dubai through a package of 26 projects in various vital sectors.
The initiative and its emerging projects are linked to the UAE's development strategy and sustainable development goals by targeting more than 8 sectors: human capital, education, sustainability, environment and climate change, positive and happy life environment, infrastructure and transport, health, economy, water security and food.


WSIS values promotion

Dubai10X initiative is inlined with WSIS values, desire and commitment to build a people-centred, inclusive and development-oriented Information Society. Dubai10X took these values as a challenge, to build the first initiative of its kind on a government level. We insure that everyone can benefit from the opportunities that ICTs can offer to reach the ultimate goal of building a happier society and be 10 years ahead of other cities. The initiative aims to increase the accessibility of quality and affordable public services to all, especially to the poorest and most vulnerable people, by addressing the obstacles and challenges that hinder their access to public services. Also, through the set of approved projects, it insures transparency in public service delivery by Introducing mechanisms to ensure that information about public services, rights, entitlements, obligations, policies, and decisions about public services can be easily obtained, especially by the poor, vulnerable and disadvantaged. Dubai10X promotes participation and inclusiveness through using new mechanisms, tools, and approaches to engage people and civil society organizations in decision making on policies and programmes. Moreover, the initiative uses frontier technologies to transform public administration. It Involves radical transformation within a large framework rather than incremental improvements. Dubai10X applies the culture, practices, business models and technologies of the internet era to people’s raised expectations, and applies innovative methods, tools and techniques, in the context of a given country or region, to transform public sector organizations through the application of effective knowledge management systems and/or strategic application of ICT in service provision and in digital government with a special focus on new technologies such as robotics, artificial intelligence, deep-machine learning, blockchain, big data, cloud computing, and Internet of Things.
