Open Government: Portal Puntano and digital identity


Description

Portal Puntano 3.0 is intended for all San Luis citizens and it aims to enhance the use of new technologies to facilitate compliance with government procedures for all the inhabitants of the province and at the same time to serve as a guide for proceedings that a citizen must carry out at the Provincial Government and the Municipal authorities of adhering cities. Another of the functionalities that it offers us is the interaction with several systems of the province, for example with the one of the Judicial Power, the Provincial Direction of Public Revenues, Medical Records (digital clinical History).

The citizen Portal Puntano 3.0 can offer all these services because the Government of the Province of San Luis for more than 20 years has been carrying out a Digital Agenda in which the necessary investments are made to guarantee the infrastructure and the inclusion policies in pursuit of the welfare of all citizens. This enabled the massive implementation of an electronic records management system in the three provincial powers: the Executive, Legislative and Judicial branches. In addition to the turn away of paper in the provincial public sector, the private sector has also joined this initiative. Thus, licensed professionals from several fields are provided with a digital signature service.
The Electronic Provincial Identity Card (CIPE) aims to merge in a single card all the necessary data for the identification of a person, both physically and digitally. The release of the CIPE begun in 2010 and enabled online identification and digital signature by means of the cryptographic chip.
In March 2017, the CIPE was updated to the new CIPE 3.0. With NFC technology (Near Field Communication), which allows San Luis residents to digitally sign from mobile devices that have the same technology, thus enabling interaction between people, businesses and government. Currently, 171,950 CIPE 3.0 cards have been issued.

Replicability

The development and success of this initiative in San Luis is the result of the political decision to invest heavily, during the last 20 years, in infrastructure, connectivity, and in facilitating access to devices for the population, as well as training. This initiative is replicable successfully only in this context.


Sustainability

Digital Inclusion as a Fundamental Human Right, a commitment assumed by the Government of San Luis and embodied in the Provincial Constitution in 2011, guarantees the continued investment of public resources towards a more inclusive, digitized and innovative society.


WSIS values promotion

The government of San Luis promotes strong policies against the fight against poverty, the strengthening of digital inclusion, gender equality, care for the environment, among others, through multiple initiatives and public policies. The development of a connectivity infrastructure, with a fiber optic network of more than 3,260 kilometers that allows free connectivity of the entire population throughout the territory, the delivery of devices, the development of digital platforms and ICT training they contribute strongly in these purposes. States that invest in ICT and develop development police improve the quality of life of the population. To date, those who have gained the most were those who could access the digital world.
