With the development of Information and Communication Technology (ICT), more people have access to the Internet and massive information, however, in the process, the security problem becomes increasingly urgent to be coping with. To protect the information security of citizens and to facilitate the realization of WSIS Action Lines in order to facilitate sustainable economic development and information security, China United Telecommunications Co.,Ltd.and Hengtong Optic-Electric Co., Ltd. actively assume corporate social responsibility and have developed an information encryption anti-leakage anti-eavesdropping system based on the Beijing-Xiong'an&Nanjing-Shanghai Quantum Secure Communication Trunk.This project adopts the self-developed F-M phase coding system and won the pilot project of network security for the telecommunications and Internet industry of the Ministry of Industry and Information Technology.In the future, the construction results based on this project can serve Beijing-Tianjin-Hebei Quantum Communication Ring Network; Yangtze River Delta Quantum Communication Ring Network can be constructed to provide secure quantum communication services for the urban agglomerations. The most important result of this project is to provide a paradigm for protecting the information security of global citizens, which makes the project replicable and extensible.

The construction experience of this project can be replicated and applied to more quantum secure communication trunks. For example, It is planned that Beijing-Xiong'an Quantum Communication Trunk Line will be extended to Tianjin and form the Beijing-Tianjin-Hebei Quantum Communication Ring Network (Fig. 3-4). Nanjing-Shanghai Quantum Communication Trunk Line will be extended to Shanghai, Anhui and Zhejiang and form the Yangtze River Delta Quantum Communication Ring Network (Fig. 5-6). Further, the two ring networks are planned to be connected by a quantum communication trunk line (Fig. 7) to achieve quantum secure communication between the two regions. At the same time, this project can provide an experimental platform for promoting the quantum secure communication technology in more regions.
Information security protection is an ongoing task. This project has the capacity of continuous operation, providing long-term quantum encryption information security services for government affairs, finance, electric power and big data, etc. in the areas where the trunk line passes.
Compared with traditional secure communication system, quantum secure communication has been proved to have the ability to provide unconditional security, which can effectively reduce the risk of confidential information leak, re-establish people’s confidence in the application of ICT, and promote the realization of WSIS's goals in sustainable economic growth and urban security.These characteristics are extremely important as the current information security incidents are occur with higher frequency, which not only threatening the sustained growth of the economy, but also greatly reducing people's confidence in using ICT.
