Establishment of Bangladesh National Digital Architecture (BNDA) and e-Government Interoperability Framework (e-GIF)

The Bangladesh National Digital Architecture (BNDA) and e-Government Interoperability Framework (e-GIF) project has been envisioned to deliver a conceptual blueprint that defines the structure and operation of the Government of Bangladesh and a common integrated interoperability platform for information exchange and host the national portal that will act as a single window for all govt e-Services and electronic information to be delivered to citizens (G2C), businesses (G2B) and govt departments (G2G).


The objective is to assist GoB through BCC to design, develop, deploy and use the National Digital Architecture (NDA) and e-Government Interoperability Framework (e-GIF) to develop strategies, processes, plans, structures, technologies and systems across the Government, thereby developing an environment that enables the Government agencies to achieve its key objectives and outcomes through increased interoperability, better asset management, reduced risk and lower procurement costs.
Based on the envisaged NDA and e-GIF structures, Government agencies would then be required to detail out their strategic transformation roadmap to migrate from its current state in terms of business processes, technology and information systems to its desired target state. The NDA and e-GIF will ensure that all investments in process improvement, information systems and technology support are made in a disciplined and planned manner.
Results achieved:
We will term the Establishment of NDA and e-GIF as successful based on implementation achievements so far. The project was completed within budget and schedule. BCC has own PRESIDENT AWARD 2018 from The Open Group in 'Government Enterprise Architecture' category. In EGDI ranking Bangladesh has improved 33 steps in last 2 years (115 at 2018, 148 at 2016). However, there is always scope for improvement. That's why BCC believes NDA establishment as a ongoing journey and continual improvement unless it's adopted by every Govt organizations.
Govt agencies have started following standards, specifications as prescribed by BNDA framework. ICT Division is implementing the EA (Enterprise Architecture) based roadmap. Private Sector has shown their interest to create focus group to grab opportunities due to BNDA and e-GIF framework establishment. Many Departments have requested BCC to help them implementing e-service and connecting the services with national e-service bus. BCC has developed some shared services/platforms which is saving govt ICT expenditure to a great extent .

If a concept or project has been proven to work in one community or region, it can often be exported to other communities or regions in the same country or abroad. While there are, of course, vast differences between countries and even between different parts of the same country, a good project will often be capable of being replicated elsewhere. We strongly believe that our BNDA and e-GIF framework has all the capabilities to be replicated.
BNDA framework is established to meet the growing demands of the public, private sector organizations and citizens by providing integrated and interoperable e-services in a more secure, reliable and efficient manner through using ICTs. BNDA framework is designed following TOGAF v9 framework. BNDA framework is utilized in developing couple of shared service/platform owned by BCC.
BNDA can be considered as a umbrella framework for line ministries and departments. To get the full benefit of BNDA, individual ministries need to define EA for respective organizations. BCC has conducted several seminars and workshops on BNDA inviting all the ministries/divisions. It has been observed that ministries/divisions are also interested to utilize BNDA framework and guidelines to define their sectoral EA.
BNDA framework is based on TOGAF standard and NEA (National Enterprise Architecture) concept. NEA is well known concept and proven to be useful in many countries. TOGAF is the most popular architectural framework in the world. So we see a huge possibility of replicating it to other developing countries as BNDA framework is targeted for establishing standardization. We assume it may need minor modification/customization to adapt the framework for other countries.


We are assuming 'sustainability' as the ability of the BNDA and e-GIF framework to continue far into the future. All projects have to end eventually, but the project impacts need to continue. Peoples want to see how the framework and its impact will outlive their direct involvement in the system. A project can be sustainable in three main categories: organizational, financial, and community sustainability.
Organizational: BCC is spearheading continuation and expansion of the BNDA and e-GIF framework. National e-service bus is hosted in national data center (maintained by BCC itself) and carrying out operation & maintenance of the system with the help of regular employees and consultants. BCC has drafted BNDA Act and policy to enforce and mainstream framework and related guidelines by line ministries. Again, BCC has hired a renowned International Consulting firm to conduct feasibility study for WoG (Whole-of-Government) approach and NDA mainstreaming.
Financial: BNDA promotes standardization and shared service implementation as part of the framework guidelines. it's expected to reduce govt ICT expenditure to a great extent. Again, BCC is providing managed service for other govt agencies using national e-service bus. It can act as a revenue generating source through imparting services. For example, BCC can take service charge from organizations for connecting services, load balancing the connected services etc . It proves the system can be financially sustainable also.
Community: Govt agencies will be able to save effort & expenditure that was otherwise needed due to ad-hoc planning and piece meal based approach in ICT goods/service procurement. BASIS (Bangladesh Association of Software & Information Services) has shown keen interest to work with BNDA team for knowledge gathering and utilize related opportunities. BCC is also preparing to educate private sector on EA and BNDA related stuff. This capacity development will be beneficial for line ministries during EA design and implementation.

WSIS values promotion

It has been observed that organizations under the GOB are currently running with many difficulties, which prevent them from achieving the desired goal. The major difficulties are lack of integration and interoperability between the information systems, because each information system has been developed following different architecture and standards. There are also difficulties such as limited capacity, shortage of resources, poor governance and management, lack of skilled manpower and proper planning. The overarching problem is to ensure interoperability between disparate data processing applications. It is anticipated that further improvements to operational efficiencies and streamlined IT projects can be achieved. First, cost containment, which is critical when dealing with other people’s money – the taxpayers! Second security, which is becoming more and more important, especially as it relates to citizen privacy and third operational efficiency. This project will not only save money, but will ensure right investments in right IT projects possible. Other value propositions are as follows - Collaboration – inter and intra Government entities Accessibility of information to all Citizens Standardization of ICT products and shared services Open Government to support e-Government vision Citizen Engagement by transforming service delivery So it can be concluded that it will help for better user experience and to accelerate realizing benefits of e-governance establishment.
