Appeal Board Complaint System


The “Appeal Board Complaint System” was created by the experts of the Data Processing Center of the Ministry of Transport, Communications and High Technologies on the basis of the services of the Appeal Board established by the Decree of the President of the Republic of Azerbaijan. On the basis of this system, electronic service “Appeal to Appeal Boards” has been integrated into the Electronic Government Portal.
When complaints of persons engaged in entrepreneurial activities are not considered in executive bodies or decisions made are controversial, they have the opportunity to file complaints directly to the Appeal Boards of the central and local executive authorities through the “Appeal Board Complaint System”. If they are dissatisfied with their decisions, they can file complaints to the Appeal Board under the President of the Republic of Azerbaijan.
The “Appeal Board Complaint System” developed by local experts, creates ample opportunities for high level work at boards and business cooperation.
In addition to the execution of complaints lodged mainly to local and central executive authorities, the “Appeal Board Complaint System” also implements a mechanism for controlling complaints relating to all organizations at the administrative level.

Appeal Board Complaint System provides support to entrepreneurs and it increases efficiency in management the relationship between businesses and state organizations. . This solution has high degree of scalability and replicability to prevent from remaining just national project and can be easily adapted to the similar issues in other countries. Implementation of this project by other countries will have great effect in an economic growth.


Appeal Board Complaint System developed in an effective way, all issues dealing with an entrepreneur’s relationships with state bodies have been taken into consideration. The system developed on a methods which enables flexibility, It is easy to expand functionalities of system appropriate for needs. At the moment all issues are covered in the system completely. In future dealing with changing rules and regulation it will be easy to adapt it to novelties.

WSIS values promotion

Appeal Board Complaint System gives easy and efficient way to inform about decisions made by Central and Local Executive Bodies which do not satisfy the interest of an entrepreneur. Entrepreneurs having complaint can enter electronic portal and through this system send all documentation and application of complaint to Appeal Board. Further correspondance is also carried out through the system.
