China Mobile social welfare culture dissemination platform


Since 2009,according to the “National Spiritual Civilization and Cultural Development” Strategy, China Mobile has been creating a social public cultural communication platform, collaborating with the Government departments, cultures units and social groups, such as the Publicity Department, the Central Civilization Office, the All-China Women's Federation, China Publishing Group, Guangming Daily, China Consumers Association. China Mobile has been devoting into innovating the management and communication models of public welfare culture, making full use of mobile Internet tools, widely disseminating social public welfare culture, and organizing publicity communication activities throughout the network. The central media has been reporting the project continuously, and the project obtained strong social response as well. The number of participants was 13.5 billion, and the cumulative number of participating users exceeded 350 million.

According to the Government’s policy which is to convince the confidence of consumption, promote the domestic market need, China Mobile helped the Consumer Association to set up a mobile communication platform to educate consumption knowledge, the cooperation mode can be replicated in other communities and contries to carry out the same activity.


The platform provides mobile phone SMS, MMS, Web pages, clients and other access methods, platform database storage of a large number of text, pictures, video of the Public welfare culture information, support the upload and downlink of information content, and also track the number of statistics in the mobile phone terminal, the platform can simultaneously carry the operation of different types of public welfare communication activities.

The project spreads out the widely social civilization, pushes up the innovation and development of social education and cultural services, accelerates the promotion of scientific consumption and public safety services as well as poverty alleviation and elimination in rural areas, communicates the concept of healthy living and promotes the overall improvement of social civilization.
