1. COVID-19 Response
The recent COVID-19 crisis has highlighted the importance of being connected and the significant divides that still exist. This unpreceded situation is highlighting once more the crucial role of ICT access, services and applications in fields such as e learning, e employment (teleworking), videoconferencing, digital health (e health) , e business, access to information and entertainment and the need to get a coordinated national strategy to make best use of investments from all sources. Ministers/ Deputies areinvited to share their country’s COVID-19 experience highlighting the challenges and success stories in implementing cross-sectoral strategies?
2. ICTs FOR INCLUSIVE, RESILIENT AND SUSTAINABLE SOCIETIES AND ECONOMIES (WSIS Action Lines for achieving the Sustainable Development Goals)
The world was already off track to achieve the SDGs on time before the COVID-19 pandemic, which of course has made things worse, disrupting progress and even undoing in some case what had been achieved. This setback has made it all the more important to redouble our efforts to ensure that ICTs and the WSIS Action Lines put the 2030 Agenda for Sustainable Development back on track. More than 15 years after the second phase of the WSIS Summit held in November 2005, the WSIS Actions Lines are more relevant and important than ever. This spirit of multi-stakeholder cooperation remains at the heartthe WSIS process so essential to harness ICTs to help achieve the SDGs and solve the world’s most pressingchallenges, including the pandemic. Ministers/ Deputies are invited to share the important role of WSIS Action Lines in achieving the Sustainable Development Goals and highlight key opportunities and challenges leading to a more inclusive, safe, resilient, efficient, and sustainable societies?
Through 20 years of hard work in the field of information technology and e-government, AL-Hammadi was distinguished by a high level of knowledge and comprehensive knowledge of information technology strategies , business, local culture, technical trends, and change in the organizational structure.
Al-Hammadi graduated from the Qatar Leadership Program in 2015, and HEC- CTO Program in 2019, she has master degree in Executive Business Administration and a Bachelor in Computer Science from the Arab Academy for Science, Technology and Maritime Studies, and currently affiliated with a PhD.
During her career, she held various leadership positions in information technology departments in various government agencies and accomplished several strategic projects in the country, including Ministry of Civil Service and Housing, Ministry of Labor and Social Affairs, and Ministry of Economy and Trade.
She has participated as an active Board member QNBN, and in several high level committees, such as: the e-government steering committee, in addition to membership of a number of other internal committees at the level of ministries in which she worked.
Mr. Elmir Velizadeh is appointed as Deputy Minister of Transport, Communications and High Technologies in February 02, 2018.
He started his early career as a specialist at the Office of the President of the Republic of Azerbaijan in 1991. In 1998, he was appointed as the Chief of the Center for Information Resources and Technologies of the Presidential Office. He worked as the Head of Information Resources and Technologies Department of the Office of the President of the Republic of Azerbaijan within the period from 2005 to 2007.
On December 2007, he was appointed Deputy Minister of Communications and Information Technologies of the Republic of Azerbaijan.
He was awarded the Taraggi Medal (Progress Medal) by the Order of the President of the Republic of Azerbaijan in 2015.
Mr. Velizadeh holds a Bachelor`s degree in Automated Control Systems from the Azerbaijan Oil and Chemistry Institute (currently Azerbaijan State Oil and Industry University).
He is fluent in Russian and English languages. Married.
Mustafa Jabbar is very known to the people of Bangladesh and Bengali speaking people of the world for his milestone works. His Bijoy Bangla Keyboard and Software has become the symbol of success of Software industry of Bangladesh and it has also been the icon of Bangla language in the Digital age. He is the only Patent holder in Bangladesh of any ICT related product (Bijoy Keyboard) till now. His works for the transformation of the education system to a digital format is leading the country towards a new era; in a digital education system.
Mustafa Jabbar is deeply involved in the advocacy activities for the development of Haor areas of Bangladesh.
Mustafa Jabbar is the technology leader and promoter of ICT in Bangladesh. He is the founder member of Bangladesh Computer Samity, Bangladesh Association of Software and Services and E Commerce Association of Bangladesh. He has been elected President of Bangladesh Computer Samity for the fourth term and retired from his office on 01 April 2014 due to regulatory bindings. He was also the founder vice president of BASIS. He was president of BASIS from 16 July 2016 to 08 January 2018. He is more recognized as the local language solution provider in Bangla, Chakma, Asamese, Hindi & developer of Bijoy Bangla Keyboard & Software and expert in Graphics-Multimedia. He has developed Bangla Braille publishing system which enables blind people to use Bangla Braille in computer. He is also regarded as the Master of Digital Bangla Font designing. He has developed Bijoy Library, a library management Software which is being used by famous libraries of Bangladesh including British Council. He has developed 4 softwares named Bijoy Shishu Shiksha for pre school kids. He has also developed Bijoy Prathomik Shiksha 1,2,3, based on Text Books published by NCTB for grade 1, 2 and 3. He has established a large number of Schools in Bangladesh including Computer based Ananda Multimedia School and Bijoy Digital School.
Senator the Honourable Kay McConney is the Minister of Innovation, Science and Smart Technology (MIST) of the Government of Barbados. This Ministry’s mandate is to lead the modernization of the public sector through transformational and technological change; and to create a sustainable, enabling environment for a vibrant, knowledge-based, digital economy and a digitally intelligent society.
In addition, the Ministry’s remit includes telecommunications oversight and policy development which aims to facilitate a competitive, fully liberalized sector fit for purpose in the 21st century.
Described by She Caribbean magazine as a “dynamo moving the region forward”, Minister McConney has championed the interests of Barbados, the Caribbean and small vulnerable economies internationally. In 2017, the University of the West Indies honoured her with the Vice Chancellor’s award for outstanding contribution to the international advancement of the Caribbean region.
Minister McConney is a former high-level diplomat at the United Nations (UN); a former negotiator at the World Trade Organisation (WTO); and a former Consul-General in Canada. Before taking up her role as a Senator and a Cabinet Minister in June 2018, she headed a company that specialised in leading strategic change in 21st century environments. In addition, Minister McConney has, for more than a decade, been an expert resource for various international development initiatives.

Planning, Policy and Strategic
A pure product of the Cameroonian school system, she went through the University of Yaoundé, and the National School of Administration and Magistracy, Minette LIBOM Li LIKENG has been Minister of Posts and Telecommunications since October 2015. She was able to lead the development of the Digital Plan 2020, the government's compass to translate into concrete actionsthe Vision of the Head of State, HE Mr. Paul BIYA, who instructed a mobilization of all stakeholders to allow Cameroon to make the most of the digital economy .
Senior Customs Inspector by training, she spent her entire career in the Ministry of Finance where she held multiple positions, including that of Director General of Customs for 8 years. In this position, she worked for the modernization of Cameroonian customs and as such, she notably set up a system of evaluation of customs personnel, and fight against bad practices, through "Performance Contracts", signed with customs officials on the one hand, and economic operators on the other. The constant increase in customs revenue observed in recent years can be explained in part by this managerial arrangement.
As Minister in charge of the development of the ICT sector, Minette LIBOM is on the battle front, and is working to implement the Presidential Vision of advancing Cameroonin the field ofdigital economy.
Pamela Gidi Masías is a Business Manager from the Catholic University of Chile and MBA of the University of California Los Angeles (UCLA) and the London Business School.
Previously to her duties as Vice Minister, she worked as Development and New Platforms Manager in the National Television of Chile.
Also, she worked for 8 years on DirecTV: first in Chile as Marketing, Products and Public Affairs Director. After that she was promoted as Vice President of DirecTV Latin America in New York.
She has 25 years of solid experience in executive positions in multinational companies such as Unilever, HASBRO, Ford Motor Company, J.C. Penny Company and The Walt Disney Company.
Paola Vega Castillo is Minister of Science, Technology and Telecommunications of Costa Rica since June 1st, 2020 and she was Deputy Ministry of Science and Technology from May 8, 2018 to June 2020. She previously served as Vice President for Research and Outreach in the Instituto Tecnológico de Costa Rica (ITCR) where she promoted the strengthening of research and outreach, and linkages with national and international sector for increasing the scientific publication and patents. She has a degree in Electronic Engineer from the ITCR and graduated in Microelectronic and Microsystems at Technische Universität Hamburg-Harburg (TUHH). She became the first woman in Costa Rica to earn a PhD. in Microelectronics by TUHH.
Graduated as an Electronics Engineer from the University of Pinar del Rio, specializing in the area of Electronic Equipment and Components.
From 1993 to 2012, his professional endeavour was linked to Computer Science and Electronics Joven Clubs. At this institution, he held several positions: Technician, Facility Director, Provincial director, National Deputy Director, and National Director of IT Services. In January, 2010, he started to work in the communications sector because of the decision of turning Joven Clubs into budgeted units of the Ministry of Communications.
At the Ministry of Communications, he was appointed Director of Special Projects, and inside the new structure of the ministry, he was given the responsibility of becoming General Director of IT. This is the position that he is currently taking on with a high sense of responsibility, since the tasks that are related to this Directorate so demand it. The main guidelines of this area of the ministry are to coordinate and integrate the processes that contribute to the informatization of society, and to the development and evolution of the national IT industry.
He also possesses two Master of Science (MSc) degrees in Management of Communications and IT -EOI America- Censai, 2001-2002; and New Educational Technologies, ISPJAE, 2005-2007.
Currently Deputy Minister of the Ministry of Communications.
Hon. Aiyaz Sayed-Khaiyum is the Attorney-General and Minister for Economy, Civil Service, and Communications, and also serves the Minister responsible for climate change.
Since joining the Fijian Government in 2007, Mr Sayed-Khaiyum has spearheaded efforts to modernise Fiji’s laws in the key areas of domestic violence, corporate governance and criminal code. He oversaw the work to finalise the Fijian Constitution and establish Fiji’s first genuine parliamentary democracy. He helped guide the Fijian economy through its longest-ever unbroken streak of economic growth, while cutting taxes for low-income families. He has led the rapid expansion of Fiji’s telecommunications and the digitisation of government services, and codified long-term strategic and national planning throughout the public sector, bringing newfound transparency and accountability to the Fijian Government.
He is a strong proponent of climate adaptation and finance, working with governments, multilateral organisations and development banks to allow countries such as Fiji to obtain adequate levels of funding to build their resilience. He is a leading global advocate for granting concessional finance to vulnerable countries in the aftermath of severe weather events.
The Attorney-General holds a Masters in Law from the University of Hong Kong and a Bachelor of Arts in political science and development studies from the Australian National University. He is admitted to the Supreme Court of New South Wales and the High Courts of Australia and Fiji.
He lives in Suva with his wife, Ela, and their three young children –– Ibrahim, Idris, and Imaan. He is an old boy of Marist Brothers High School.
Mrs. Ursula Owusu-Ekuful (MP) is currently serving as the President’s Representative at the Ministry of Communications and Digitalization, she also serves as the Member of Parliament for Ablekuma South Constituency within the Greater Accra District in Ghana. Mrs. Owusu-Ekuful before her appointment as he Minister for Communications in 2017 was a Managing Consultant with N. U. Consult Legal - Governance and Gender Consultants, then she served as the Chairperson for the Social Development Sector Committee – a committee responsible for the development of policy interventions for women, children, persons with disability, the aged and all social intervention policies and programs for the NPP manifesto 2016.
She is a member of the Ghana Bar Association, an Executive Member of the International Federation of Women Lawyers (FIDA) Ghana, and a member of the African Women Lawyers Association (AWLA), Ghana.
She also Co-chaired the AU/EU Digital Economy Task Force.
Hon. Ursula Owusu-Ekuful holds the following academic qualifications:
- an LLB from Ghana’s Premiere University, University of Ghana, Legon, and was called to the Ghana Bar in 1990.
- a Masters degree in Conflict, Peace and Security from from the Kofi Annan International Peacekeeping Training Centre
- a certificate in Government Integrity from the International Law Institute, Washington DC,
- a Project Management and Planning Certificate from the Ghana Institute for Management and Public Administration (GIMPA).
Saïd Oumar Koulibaly born on September 20 , 1975in Conakry , is a Guinean politician . He is the Minister of Posts, Telecommunications and the Digital Economy , appointed by presidential decree on June 19, 2020 in Government Kassory.

Saïd Oumar Koulibaly graduated in microelectronics from the University of Québec in Montréal (UQAM) and holds a DESS in Electrical Engineering in Montréal , Canada .
PROFESSIONNAL CAREER
He began his career in Canada where he acquired more than ten years of professional experience at Bell Canada considered not only as one of the main telecommunications companies but also as one of the largest companies in Canada.
There, he will have held the positions of senior technician at the test center, director of advanced technical services and director of projects and programs.
Between May 2011 and December 2015, back in Guinea, he will occupy the post of Deputy Director General of the Post and Telecommunications Regulatory Authority (ARPT) and Acting Director General from the end of 2015 in August 2016.
For more than two years, he will hold the position of General Manager of Guinee Telecom (formerly Sotelgui ) then in May 2019, he becomes General Manager of Guinéenne de Large Bande (GUILAB) until July 2020.
In July 2020, in a decree, he was appointed Minister of Posts, Telecommunications and Digital Economy in the Kassory I Government and in February 2021, he was reappointed in the second government of Kassory Fofana .
Anna Ascani is the italian Undersecretary of the Ministry of Economic Development since 1st March 2021.
She has been a member of the Chamber of Deputies since 2013. She is currently vice-president of the Democratic Party and she formerly has been coordinator of the Culture Department of Democratic Party. She has been the Italian Deputy Minister of Education until February 2021.
She graduated in Philosophy at the University of Trento.
The Honourable Daryl Vaz, MP was sworn in as Minister of Science, Energy and Technology on September 13, 2020.
The major priorities of this Administration for the Ministry are the creation of an enabling environment to facilitate access to alternative sources of energy, greater incorporation of science and innovation as well as ensuring universal access to broadband and wireless services as a right for all Jamaicans, with a specific focus on rural Jamaica.
Prior to his appointment to the Ministry, Minister Vaz was the Minister without Portfolio in the Ministry of Economic Growth and Job Creation with responsibility for the Land, Environment, Climate Change & Investment portfolios. Minister Vaz was then assigned the Water and Housing portfolios and subject matters having to do with certain special economic development projects.
He was tasked with ensuring that water and housing projects are accelerated and that special economic projects, such as the Special Economic Zones come to fruition.
Minister Vaz has served Jamaica in several capacities. He is a former Minister without Portfolio in the Office of the Prime Minister with responsibility for Information and Telecommunications. He also served as a former Minister of State in the Office of the Prime Minister with responsibility for Project Implementation and Service Delivery.
He was an Opposition Spokesman on Land and the Environment as well as ICT and Digital Society Development.
Mabito Yoshida is a senior government official of Japan with more than 30 years professional career experience in ICT policy. He was appointed as the Vice-Minister for Policy Coordination of the Ministry of Internal Affairs and Communications (MIC) with full responsibility in international affairs in July 2020. Prior to his current position, he worked in several senior positions in the Government of Japan, including Director-General of the Information and Communications Bureau, Director-General of the Global Strategy Bureau, Director-General for ICT Promotion, Director-General for Telecommunication Business, and Deputy Director-General for Broadcasting Policy. He has rich experience in coordinating cross-governmental policy issues as a Counsellor of the Cabinet Secretariat. He graduated from the Kyoto University with Bachler of Law (B.A.) degree in 1985.

Joined Zain Group in 2011 as Zain Sudan Chief Financial Officer and after less than three months and after demonstrating leadership and business acumen, has been appointed the CEO of Zain Jordan in June 2011.
During tenure at Zain Jordan, the company launched new technologies, expanded into new revenue streams, enhanced its Customer Experience and Satisfaction Index, increased its Employee Engagement scores, and launched the first of its kind Corporate Entrepreneurship entity within the Middle East region placing Zain Jordan as the leader in the Telecom sector within Jordan.

H.E. Aminath Shauna is the Maldives’ Minister of Environment, Climate Change and Technology. Her portfolio includes, protecting the natural environment and its resources, action and advocacy on climate change, science and technology development, and the implementation of policies and regulations related to the provision of energy, telecommunications, water, and waste management. She also provides policy direction to the Ministry’s affiliated agencies, namely, the Environmental Protection Agency, Utility Regulatory Authority, Communications Authority of Maldives, National Centre for Information Technology, Maldives Meteorological Service, and the Biosphere Reserve Office.
Prior to her appointment as Minister, Shauna served as Policy Secretary to H.E President Ibrahim Mohamed Solih where she was responsible for oversight of the implementation and coordination of government policies, as well as advising the President on policy issues.
During President Mohamed Nasheed’s administration (2008-2012) Shauna served as Under Secretary at the Policy Office of the President’s Office, where she was responsible for the management of all government policy matters, especially those pertaining to climate change. She was also responsible for management of the secretariat of the Climate Change Advisory Council, the expert body charged with providing climate change policy advice to the President. She led the national effort to realise its vision of becoming a carbon neutral country by 2020, steering the development of the Maldives’ renewable energy investment plan. In addition, she headed the Monitoring and Evaluation Unit of the Policy Office where her primary responsibilities included working closely with Government ministries to oversee implementation of government policies.
Shauna served as Aide at the Office of Former President Mohamed Nasheed from 2012-2018, where she advised the President Nasheed on policy and strategy, with a particular focus on climate change, democracy and public policy. She was responsible for communications management between the President and local and international media. Concurrently, as Managing Partner at Shauna & Roberts, a private consulting firm that she founded, she facilitated the provision of strategic communication advise to private sector and NGO clients.
Shauna started her career as a journalist at Minivan News in 2008, covering the Maldives’first multi-party, presidential elections.
Shauna was recognized by the World Economic Forum as a Young Global Leader 2020. She was elected president of the Maldivian Democratic Party’s Youth Wing in 2010, serving a four-year term in which she institutionalized its role as a leader in policy formulation, campaigning, street activism and fundraising, using the power of art, music, and social media to ensure that the Party continued to be a voice for Maldivian youth. She has been supporting the MDP since 2008 in planning its campaigns, rallies and protests, and assisting the party at a strategic level in communications, international engagement and political party development.
Shauna has a Batchelor of Arts in Political Science, Environmental Science and Economics from Westminster College, Missouri, USA.
Honourable Deepak Balgobin is an elected member of the constituency No. 9 (Flacq/Bon Accueil) following the general elections held on the 7thNovember 2019. He is currently the Minister of Information Technology, Communication and Innovation.
Hon. Deepak Balgobin holds an MBA from Anglia Ruskin University, UK, a BSc (Hons) Tourism and Hospitality Management at the University of Technology, Mauritius and a Diploma in Hotel Management at Shatec, Singapore.
Prior to being Minister of ICT, he held key positions in different organisations in the public as well as the private sector including chairman of the Mauritius Housing Company (MHC), director of the National Productivity and Competitiveness Council (NPCC) and a fruitful career in Tourism and Hospitality Management as director of Human Resources both locally and abroad.
As a young Member of Parliament, Deepak Balgobin is also a strong advocate for community awareness. Born in Mare la Chaux, he dedicates most of his time in his constituency, while being active in social and cultural activities, and he is committed to work for a better Mauritius.
The Minister is also a sports fan, in particular football. He speaks fluently Kreol Morisien, English, French, Hindi and Bhojpuri.
Undersecretary of transportation in the Ministry of Communications and Transportation of the Government of Mexico, he is responsible for telecommunications and broadcasting issues.
He studied as an Electrical Mechanical Engineer at the National Autonomous University of Mexico and obtained a Master of Science from Stanford University, California, USA.
With over 35 years of academic and professional experience, he has held senior management positions in government, the private sector, and a business consultant.
He is a founding member of the Mexican Academy of Engineering, in which he has held various positions both on the Board of Directors and on its Academic Council. He was also founding President of the Mexican Association of Industrial Engineers, President of the Association of Electrical Mechanical Engineers, and Vice President of the College of Electrical Mechanical Engineers.
In 1993, he was recognized with the Testimony of Professional Excellence from the Mexican Association of Electrical Mechanical Engineers. He received the 2012 Professional Merit Award, which for the first time was awarded jointly by the College of Electrical Mechanical Engineers, the Mexican Association of Electrical Mechanical Engineers, and the Association of University Mechanical Electrical Engineers, and in 2013 the latter association awarded him an Award for Professional Excellence.
He is the author of more than 30 articles published by the Academy of Engineering, and in two periods, he was the general coordinator of the Study of the State of the Art and Prospective of Engineering in Mexico.
Mr. Amir Azeem Bajwa is a Telecom professional with over 35 years of ICT development, spectrum management, digital transformation, policy-making, and regulatory modernization. Mr. Bajwa holds BE (Telecom), MSc Electronics and Systems Engineering, MSc Security, and Strategic Studies degrees. He has served at key leadership positions in the Pakistan Army dealing with ICTs strategy and transformation. He is currently serving as Chairman, Pakistan Telecommunication Authority (PTA) since 22nd January 2019. In addition to PTA, he is also a board member of the Pakistan Electronic Media Regulatory Authority (PEMRA), Frequency Allocation Board (FAB), Universal Service Fund Company (USFco), and IGNITE (National Technology Fund).
During his career, he has held various strategic and leadership positions spearheading the design, deployment, and management of ICT and digital connectivity projects.
In recognition of his outstanding services for the country, Mr. Bajwa has been conferred with ‘Hilal-e-Imtiaz Military”.
In 1998-2000 worked at the YaP of the SbS-AGRO JSCB; was engaged in the design and development of multiservice networks for the provision of banking services. From 2000 to 2012, he worked in regional and Moscow IT companies - held executive positions in IT companies: AFK Sistema and Alfa Group. Has experience in leadership in international companies.
In 2012, Lysenko was invited to head the Department of Informatization and Communications of the Government of the Yaroslavl Region. In 2015, he was appointed vice-governor of the region. In this position, he was in charge of IT development and regional security issues.
In November 2016, in the rank of deputy head of the Moscow Department of Information Technologies, he headed the direction of departmental informatization and interaction with federal authorities.
In April 2018, Lysenko was appointed First Deputy Head of DIT of the city of Moscow.
On September 21, 2018, he was appointed Minister of the Moscow Government, Head of the Moscow Department of Information Technologies.
Paula Ingabire is a Rwandan technology enthusiast, who currently serves as the Minister of ICT and Innovation in the Government of Rwanda. Prior to her appointment as Minister, she served as Head of the ICT Business Development Department at the Rwanda Development Board (RDB) where she led the implementation of National ICT programs notably eGovernment and Cyber Security; as well as the coordinator of the Kigali Innovation City Project, a flagship program of the Government designed to nurture and strengthen a Pan-African Innovation eco-system in Rwanda.
Minister Ingabire coordinated the creation of Smart Africa, an initiative that seeks to leverage broadband infrastructure as a driver for Africa’s socio- economic growth.
A graduate of the Massachusetts Institute of Technology’s School ofEngineering & Sloan School of Management, in the System Design and Management program and holds a BS in Computer Engineering and Information Technology from the University of Rwanda; Paula was named in2019 by Apolitical among the Top 20 of the World’s 100 most influentialpeople in digital government. She serves on the Global Council of the World Summit Award Board of Directors, World Economic Forum Cyber Security Board, the Centre for the Fourth Industrial Revolution Global Network Advisory Board and the WEF Board of Trustees.
Mag. Peter Geršak, born 29 July 1971 in Ljubljana, graduated from the Faculty of Mechanical Engineering of the University of Ljubljana (mechatronics programme) in 1997, obtaining a university degree in mechanical engineering. In 2005, he gained the title of Master of Science at the Faculty of Economics (information and management studies programme).
In 2006, Geršak rejoined IBM Slovenija d. o. o. as an IT architect and head of the technical and service team in the field of software, first for Slovenia and Bosnia and Herzegovina, then for the Southeast Europe region. Between 2013 and 2015, he was the head of the IBM global technological service department for Slovenia and BiH. From mid-2015, he worked as a technical director or chief technology officer (CTO) in Southeast Europe. One of his principal tasks was the promotion of innovation and introduction of new technologies such as cloud computing, data science and artificial intelligence, cybersecurity, and enterprise blockchain technology. Geršak is a qualified design thinking coach and IT architect. With a broad understanding of IT technologies and different industries and an approach focused on IT solution users, he took part in designing a number of solutions for the largest IBM customers in Southeast Europe.
He was a member of the supervisory board at the Ljubljana University Incubator until 2020, when his term of office expired. He joined the Ministry of Public Administration as a state secretary and IT solutions expert on 28 April 2020.

H.E. Mr. Newin Chochaiyathip was appointed as the Vice Minister of Digital Economy and Society in August 2019. He holds a Bachelor’s Degree in Architecture from Silpakorn University, Thailand. Before entering the political field, he had years of experience in business area as a Managing Director in construction and innovation businesses. He isalso a member of the Bangkok Governor Policy Coordination and Monitoring Committee.
Mr. Chochaiyathip has profound knowledge in innovation and urban development. He promotes and supports digital technology adoption for economic, social, cultural and security benefits as well as pushing forward Smart City Thailand Initiative in order to improve people’s quality of life, decrease inequality between urban and rural society and solve problems of rapid urban growth such as city congestion, air pollution and poverty. He also plays an active role to support and monitor the operation of the Thailand’s Anti-Fake News Center in verifying information shared online.
Mohamed Fadhel Kraiem was born in 1967, he is from Kheniss - Governorate of Monastir, Tunisia.
Graduatde from the École Polytechnique and the National School of Telecommunications in Paris, Mohamed Fadhel Kraiem began his professional career in France with the Telecom group CAP GEMINI before joining Vivendi group where he held several positions of responsibility at SFR, mainly as Director of programs, then at Maroc Telecom as Director of Information Systems. In 2006, he joined the Moroccan operator INWI, as Executive Director in charge of Network and Information Systems.
He joined Tunisie Telecom in July 2010, as Deputy Managing Director (DGA), in charge of commercial and financial activities, a position he held until the end of 2015. Mohamed Fadhel Kraiem then held the position of Managing Director of Monoprix before being appointed CEO of Tunisie Telecom in 2017.
Simon Kofe is a member of parliament of Tuvalu, and the Minister of Justice, Communication and Foreign Affairs. He is a lawyer by profession and has previously held positions as an associate in private practice in Fiji, Crown counsel in the Attorney General’s Office of Tuvalu, Assistant People’s Lawyer of Tuvalu, Legal Adviser of the Fisheries Department of Tuvalu, and more recently the Senior Magistrate of Tuvalu.
Honourable Dr Jenfan Muswere is a technology enthusiast and politician who assumed office as the Minister of Information Communication Technology, Postal and Courier Services in the Government of Zimbabwe in November 2019. In this capacity, he envisages the transformation of Zimbabwe into a SMART nation through development of digital infrastructure, digital skills, ICT innovation andIndustry growth.
Honourable Muswere, was elected to Parliament in July 2018as the ZANU (PF) Member of Parliament for Makoni West constituency. In September 2018, His Excellency, President E.D. Mnangagwaappointed him Deputy Minister of ICT, Postal and Courier Services in the Government of Zimbabwe.
Honourable Muswerebrings a vast and diverse experience gained over many years working in the mining, construction and manufacturingsectorsand more importantly in the realm of ICT. Before his ministerial appointment, he served as a Business and Investment Consultant, General Manager for Coal Brick Mine, General Manager for Pacstar Cement and Concrete and Head of Training, Business development and Technical for Hwange Coal Gasification Company.
Honourable Muswere holds several academic and professional qualifications, chief among them being a Doctorate degree in Strategic Management and Business Leadership and a Masters Degree in Business Administration with a major in international trade. He is a Qualified and certified Associate of the Institute of Personnel Management of Zimbabwe (IPMZ). Currently he is studying for a PhD in Development Studies, majoring in Information Communication Technology.
In his spare time he does Karate and also enjoys playing Chess.
