Digital innovations as drivers of recovery for the post-COVID-19 era. In the wake of the coronavirus crisis, digital innovations play a critical role in reducing a negative impact of the pandemic, both now and in a long-term perspective. What is more, it may be clearly observed that more entrepreneurs are willing to participate actively in a digital transformation wave, to meet the new standards in consumer and technology approaches. As a result, in the post-COVID-19 era we may expect not only emerging technologies, but also profound changes in societies and economies. Under a new normality, both big tech companies, SMEs and startups in ICT have to be equipped with agile business models and innovative solutions. Undoubtedly, there will be a need to reset the policy frameworks to support governments and regulators with tools and capabilities to direct innovation efforts towards the goals of recovery and resiliency.

The following issues will be discussed during the UKE event:

  • The role of digital innovations and investment in innovation
  • The impact of policy-making on boosting the innovative solutions
  • Changes and trends in consumer and technological approaches due to the pandemic
  • Involvement of SMEs and startups in ICT sector
  • The role of regulatory environment, that supports innovations keeping end-users active and safe in the ICT ecosystem.

The discussion will be held with respect to a multistakeholder approach.

Mr. Karol Krzywicki

Mr. Karol Krzywicki Deputy President Office of Electronic Communications (UKE), Poland

Graduate of the Maria Curie-Skłodowska University in Lublin, master of law at the Faculty of Law and Administration.

From 2000 to 2003 an employee of the Ministry of Communications responsible for cooperation with courier companies. Since 2003 involved in the activity of the regulator for the telecommunications and postal markets. From 2005 to 2014 he was the head of Department of the Postal Market. From 2014 to 2016 he held the position of Deputy President of UKE.

Karol Krzywicki was a co-author of the Postal Law Act and executive regulations to that and other acts falling within the scope of postal market. He was involved in developing regulatory tools, such as the financing mechanism for postal services, regulatory accounting and cost calculation as well as the monitoring system for the quality of service. He contributed to the development of the EU Third Postal Services Directive and to the establishment of the European Regulators Group for Postal Services.

He represented the President of UKE internationally in the Postal Directive Committee of the European Commission, the Administrative Council of the Universal Postal Union (UPU), plenary meetings of the European Regulators Group for Postal Services (ERGP) and the European Committee for Postal Regulation (CERP). He was twice a delegate to the UPU Congress, in 2016 as the deputy head of the delegation of Poland which was elected a member of the Council of Administration and the Postal Operations Council.

On 15 February 2017 Krzywicki was appointed by the Minister of Digital Affairs as the Deputy President of UKE with responsibility for the postal market.

In his private life he is interested in the automotive industry and international affairs.

Mr. Jaroslaw K. Ponder
Mr. Jaroslaw K. Ponder Head of the Office for Europe International Telecommunication Union (ITU) (Geneva, Switzerland) Moderator

Mr. Jaroslaw K. Ponder is Head of the Office for Europe at the International Telecommunication Union (ITU) (Geneva, Switzerland). He represents ITU in Europe and directs actions, projects, initiatives and experts groups targeting 46 countries of the Europe Region. His portfolio includes set of Regional Initiatives for Europe, designed by the European Member States and focusing on the ICT Infrastructure, Digitization, Digital Inclusion, Accessibility, Innovation and Cybersecurity.

Along the professional career, Mr. Ponder held official positions in the public sector and was a contributor to the legislative projects having the impact on the public policy. Since 2014 Mr. Ponder has been working for ITU holding diverse positions in the General Secretariat, Telecommunication Development Bureau, and Regional Presence, addressing complexity of information society development and digital transformation at national, regional, international level, including United Nations level. For several years he has managed ITU’s work on the United Nations World Summit on the Information Society (WSIS) process, leading towards the establishment of the flagship platforms, including WSIS Forum, WSIS Prizes, WSIS Stocktaking, others.


Ms. Alix Jagueneau

Alix Jagueneau is Head of External Affairs at the GSMA – the global mobile industry association representing the mobile industry. She leads strategic advocacy campaigns and oversees the engagement of GSMA with external stakeholders including industry partners and international organisations such as the United Nations, World Economic Forum, The World Bank, OECD, etc.

She is responsible for driving a number of initiatives around SDGs, climate action, big data for social good and trust, to accelerate the mobile industry’s purpose, sustainable and responsible leadership.

Alix joined the GSMA in 2011 and has held various policy and advocacy roles within the organisations. Before joining the GSMA, she was a Senior Public Affairs Consultant for Waggener Edstrom, a public affairs and communications agency, based in their Brussels office.

Alix holds a Master’s degrees in Political Science from the Institut d’Etudes Politiques in Aix-en-Provence and from the University of Law in Nantes, France.


Mr. Marcin Piaskowski

Marcin Piaskowski is an innovation and future technologies enthusiast working for European Commission since 2014.

Graduated in Economics from Central European University, Marcin has over 15 years of experience in consulting, telecommunication and utility sectors managing innovative projects and developing strategy. Currently, he is Policy Officer in the Digital Economy, Recovery Plan and Skills Unit. His work focuses on the digital economy and society, its measurement and the transformative impact digital development may have on the people and on the industry.

Lately, he is concentrating on the digital part of Recovery and Resilience Facility, ensuring long lasting impact of the digital transformation of the European Union.


Mrs. Dorota Grudzień-Barbachowska
Mrs. Dorota Grudzień-Barbachowska Director of the Department of Consumer Policy Office of Electronic Communications (UKE), Poland

Mrs. Dorota Grudzień-Barbachowska is a Director of the Department of Consumer Policy at the Office of Electronic Communications of Poland (UKE). Mrs. Grudzień-Barbachowska is in charge of shaping consumer policy in the field of electronic communications services, with focus on supporting its users by providing information, strengthening education and undertaking relevant regulatory actions.

She is a legal counsel, a graduate of the Faculty of Law and Administration at the University of Warsaw and Postgraduate Studies in European Financial, Economic and Legal Relations at the Warsaw School of Economics.

Mrs. Grudzień-Barbachowska has gained professional experience in both private sector (legal firms) and public one, including the Polish Office of Competition and Consumer Protection, where she was responsible for creating and enforcing consumer and competition legal framework.


Mr. Jerzy Brodzikowski

Jerzy Brodzikowski - General Manager at Cambridge Innovation Center in Warsaw. Formerly Team Leader and Business Development and Partnerships Manager at HubHub Warsaw - responsible for creating one of the largest and most dynamic startup communities in Poland - and Community Development Manager at TechHub Warsaw at Google Campus. Before his career in the innovation sector,  Managing Director of “AnimationB2B” animation studio as well as Director of International Cooperation, Director of Administration and Project Coordinator at Lech Wałęsa Institute, in charge of projects related to technology (Code for Freedom) and culture (Solidarity Shorts - International Film Contest). While at Lech Wałęsa Institute he was also co-organizer of the World Summit of Nobel Peace Laureates in Warsaw in 2013. Before, Project Officer at demosEuropa - Centre for European Strategy, where he dealt with political and economic analysis and organized conferences and events on the topics of climate change, energy policy and Euro-Chinese relations.

He studied in the United States (Florida International University), France (Sciences-Po) and Poland (Collegium Civitas). Graduate of the "XXIII School of Political Leaders" organized by the School for Leaders Foundation, "NGO Professional Manager" course organized by the Social Thought Initiative Club and Collegium Civitas University and “Mentors4Starters” mentoring programme, where he was mentored by Grażyna Piotrowska-Oliwa, CEO of Virgin Mobile Poland.

He specializes in administration of coworking spaces, new technologies and their application in professional life, developing startups, public relations, social media, and project management.

Member of the Executive Board at British Alumni Society, Member of the Supervisory Board at Warsaw.JS Foundation, Ambassador at Mentors4Starters programme and Member of the Open Data Working Group at the Ministry of Digital Affairs of Poland.


Andrzej Horoch

Andrzej Horoch, Entrepreneur. VR/AR Industry Trainings, ConnectedVR

An expert in the virtual reality (VR) and augmented reality (AR) implementations, as well as digital transformation of companies. In the ConnectedVR startup, he develops specialized solutions to automate training of industrial employees and commercial departments by using innovations (Smart Trainings). The company is a laureate of national and international competitions and is recommended by the Łódź Special Economic Zone, Ericsson and the association of household appliances manufacturers Applia.

In his career, Andrzej has successfully implemented numerous projects in the field of innovative R&D for the industrial, real estate, insurance and education sectors. The customer list includes Miele, Skanska, PZU, Energa, Jeronimo Martins, and the Ministry of Science and Higher Education.


Ms. Timea Suto

Ms. Timea Suto, Knowledge Manager, International Chamber of Commerce (ICC)

As part of the Innovation for All policy team at the International Chamber of Commerce (ICC), Timea Suto works with global business experts to bring private sector views into activities and decisions of ICC’s Business Action to Support the Information Society (BASIS) initiative. Among her different responsibilities, she leads policy input and project work on Internet governance issues, having served as a business representative on the United Nations Commission on Science and Technology for Development Working Group on Enhanced Cooperation (2016-2018), and the Internet Governance Forum Multistakeholder Advisory Group (2018-2020).

ICC is the largest, most representative global business organization and only private sector body to have official Observer status to the United Nations General Assembly. During the World Summit on the Information Society (WSIS), ICC convened and facilitated business input and through ICC BASIS, it has continued to bring input and support engagement from business into the post-WSIS activities, whether at the UN and its various agencies or via multistakeholder activities. BASIS facilitates business participation and input into these activities while also bringing in views from the wider membership of ICC companies and associations.

A national of Romania and Hungary, Timea has policy and academic experience from Budapest and Paris. Prior to her role at ICC she has served as policy analyst for various social policy and open governance projects in the Visegrad countries and in evolving research and teaching roles.  She has degrees in International Relations and European Public Policy. She speaks fluent Hungarian, Romanian, English and French.


Mr. Miguel Amaral

Miguel Amaral, a French national, is Senior Policy Analyst at the OECD Regulatory Policy Division (Public Governance Directorate). He currently heads the development of the joint programme of work between the Regulatory Policy Committee and the Network of Economic regulators on better regulation and innovation. Prior to joining the OECD, he served as Head of the Rail Infrastructure Management Unit at ART(French Transport Regulatory Body) and as Chair of the bi-national permanent service for the regulation of the Channel Tunnel. He holds a PhD in Economics from the University Paris1 Panthéon-Sorbonne.
