Mr. Pham Hong Hai entered the Telecom sector in 1992, working in Viet Nam Post and Telecommunications Corporation (VNPT), a unique Telecom incumbent company in Viet Nam at that time. He moved from business career to the regulation in 1993 and worked in the General Department of Post of Viet Nam, a Regulator on post and telecommunication with the position of Deputy Director of Post Policy Department.
In the end of 2002, the regulation and policy making functions were separated from the business, the Ministry of Information and Communications (MIC) of Viet Nam was established, replacing the General Department of Post of Viet Nam. He occupied the position of Director of Telecommunications Department, a telecommunication regulation body belonging to the Ministry of Information and Communications.
Since 2011, the Viet Nam Telecommunications Authority (VNTA) has been set up, replacing the Telecommunications Department. He was the Director General of this VNTA from 2011 to 2015.
From 2015 until now, he has been appointed by the Prime Minister to be the Deputy Minister of the Ministry of Information and Communications of Viet Nam.
As having worked in telecommunication sector for a long time, he has experiences not only for business but also for regulation in this sector. He participated in many national and international conferences, summits with the role of chairman and moderators.
