Sergei Petrovich Popkov was born on October 10, 1957 in Ryasno Village of Gorki District of Mogilev Region.
In 1983 he graduated from the Minsk Radio Engineering Institute, in 1999 – the Academy of Management under the Aegis of the President of the Republic of Belarus. Main educational fields are automated telecommunications; economics and management.
From 1975 to 1977 served in the Soviet Army. In 1977-1983 – a student at the Minsk Radio Engineering Institute. In 1983-1988 – an Engineer, Senior Engineer, Head of the Station Sector of Zavodskoy Line Station Unit of the Minsk City Telephone Network.
In 1988-1996 he worked as Deputy Head of Frunzensky Line Station Unit of the Minsk City Telephone Network, in 1996-1997 - Deputy Head of the Minsk City Telephone Network of Republican State Association of Beltelecom.
From 1997 to 2008 – Senior Engineer of the Minsk City Telephone Network of Beltelecom.
From 2008 to 2011 – Director of the Branch “Minsk City Telephone Network” of Republican Unitary Enterprise Beltelecom.
From 2011 to February 21, 2014 - Director General of RUE Beltelecom (Belarus telecom incumbent).
From February 21, 2014 till present - Minister of Communications and Informatization of the Republic of Belarus.
