Lorrayne Porciuncula is an Economist/Policy Analyst on Communications Infrastructure and Services at the Digital Economy and Policy Division (STI/CDEP) in the OECD.
Lorrayne has lead the work on the OECD-IDB Broadband Policy Toolkit for Latin America and the Caribbean and recently concluded the OECD Telecommunication and Broadcasting Review of Mexico 2017. She currently develops research on rural and remote broadband, convergence and digitalisation of the economy and society. Previous to her current position, Lorrayne has worked in the International Telecommunications Union, at the Broadband Commission for Sustainable Development. She holdsa Master degree on Development Economics from the Graduate Institute of International and Development Studies, Switzerland, and an International Relations bachelor degree from the University of Brasilia, Brazil.
