Mr Eliot Christian
Common Alerting Protocol (CAP) Advisor
Eliot Christian is a pro bono consultant to various international organizations, including the World Meteorological Organization (WMO), the International Telecommunication Union, the International Federation of Red Cross and Red Crescent Societies, and the USAID/Office of Foreign Disaster Assistance. He leads the Filtered Alert Hub initiative, part of the U.S. NOAA Big Data Project, and he conducts CAP training in countries worldwide. Eliot is retired from WMO where he was a chief architect of the WMO Information System (WIS). Eliot is also retired from, but remains a volunteer to, the United States Geological Survey (USGS) where for many years he helped lead broad programs for environmental data sharing. In that role he was a key architect of the Global Earth Observations System of Systems (GEOSS), the Global Information Locator Service (GILS), the G8 Global Information Society Environment and Natural Resources Management (G8 ENRM), the Global Change Data and Information System (GCDIS), Spatial Data Infrastructures, and e-Government Disaster Management. Eliot is well-known for promoting global, long-term, and open accessibility of data based on international standards; especially focused on the interplay between policy and technology. Since 2001, he has been active in developing and promoting CAP, especially internationally.
