Graduated with a Bachelor degree in Electrical Engineering, University of Technology, Lae, Papua New Guinea in 1982. Master in Business Administration from the University of the South Pacific, Suva, Fiji in 2005.

  • Over 10 years in the telecommunications industry;
      - 1983 to 1999: Manager, Satellite Communications division, with the Telecommunications Service Provider, Telecom Services Kiribati Ltd (TSKL);

      - 2000 to 2004: CEO, Telecommunications Holding Company, Telecom Kiribati Ltd (TKL), which owns the Telecommunications major fixed assets and lease them out to the Service Provider for a monthly lease fee.

    • 3 years in the Telecommunications regulation.
        - 2004 to 2007, CEO, Telecommunications Authority of Kiribati (TAK).

        - Involved in the drafting of the Telecommunications Act 2004 which established the Telecommunications Authority of Kiribati (TAK).

      • Two years with Government at a policy level as Secretary to the Government Ministry.
      • -2008 to 2009: Secretary, Office of The President;
          - 2009 to 2010: Secretary, Ministry of Labour and Human Resources Development.
        • 2011 to 2013: CEO, Kiribati Shipping Services Ltd, a government wholly owned Shipping Company.
        • 2016 to 2017: Operations Manager, Ocean Link Ltd, a second Mobile Communications Operator. Involved in finalizing the Interconnections arrangement with Amalgamated Telecom Holding (ATHKL), the Mobile Communications Competitor.
        • 2017 to 2018: Technical Advisor, Bwebweriki Net Limited (BNL), a Communications Infrastructure Service Provider, owns the Communications Infrastructure, including the sub marine optic fibre cable, for lease, rental or sale to the Communications Service Providers.
