Mr Kila Gulo Vui

Mr. Gulo-Vui is the Chief Executive Officer of the National Information and Communications Technology Authority, Papua New Guinea (NICTA). In this role he is responsible for regulation of the ICT sector including telecommunications, broadcasting, radiocommunications and the ICT sector generally in PNG.

Prior to his appointment as the CEO of NICTA, he was the Executive Director of Economics, Consumer and International Affairs at NICTA responsible for telecommunications services, networks and related ICT policy issues, including access and interconnection, wholesale pricing, universal service, consumer protection and international cooperation and policy. He has also been actively involved in the definition, development and implementation of numerous national initiatives including the development of the national broadband policy and establishment of cybersecurity systems.

He has held various senior executive management positions in the public sector nationally as well as in intergovernmental organizations including the APEC Telecommunications & Information Working Group and the Asia-Pacific Telecommunity.

Mr Gulo-Vui has been at the forefront of ICT sector policy and regulatory reforms in PNG since 1997 and played leading roles in the establishment of the ICT regulatory system in PNG since then.

Mr Gulo-Vui holds a Bachelor’s Degree in Electrical Engineering and Post Graduate Degrees in Engineering Management, Business Administration and Telecommunications Policy and Regulation.
