Memiko Otsuki is the Assistant Director of the International Policy Division at the Ministry of Internal Affairs and Communications (MIC), Japan. In her role, she has been contributing to a number of ITU activities including the ITU Council, ITU events, conferences and assemblies, and their preparatory meetings. Most recently, she was appointed as the Working Group Chair for the APT WTDC-21.
Memiko has over 15 years of professional experience in the telecommunications/ICT field and has expertise in policy and regulatory issues. Previously, she was a liaison officer at the Carrier & Regulatory Affairs Office in the Corporate Strategy & Planning Department at NTT DOCOMO, Inc., where she was actively involved in international policy and standardization work and built a bridge between government and the mobile phone industry.
Memiko holds a master's degree in Public Policy from the Australian National University (Canberra, Australia), and a Bachelor's degree in Arts specializing in Business Management from the International Christian University (Tokyo, Japan). She is currently working on her doctorate degree in Economics at Kyushu University (Fukuoka, Japan).
