Graduated from the Vadym Hetman Kyiv National Economic University with a degree in finance (2001).

From 1998 to 2014, he carried out professional activities in the field of investment banking services and corporate finance.

Since 2014 – Chairman of the NCCIR.

Mr. Zhyvotovsky has been successfully directing active work of NCCIR aimed at the development of the telecom industry, which is reflected in the activities for the deployment of third and fourth generations (3G, 4G) mobile telecommunication networks, implementation of IMT radio technology (4G, 5G), as well as implementation of Mobile Number Portability services.

During his tenure at the leadership of the telecom regulator, NCCIR conducted a number of open and transparent tenders for obtaining licenses for the use of the radio frequency resource of Ukraine, in particular the implementation of radio technology “Digital cellular radio communication IMT-2000 (UMTS)” in 1920-1935/2110-2125 MHz, 1950-1965/2140-2155 MHz, 1965-1980/2155-2170 MHz radio frequency bands (2015), the implementation of radio technology “International mobile telecommunications IMT” in 2510-2545 MHz, 2565-2570 MHz, 2630-2665 MHz, 2685-2690 MHz radio frequency bands and the implementation of radio technology “International mobile telecommunications IMT” in 1710-1785 MHz, 1805-1880 MHz radio frequency bands (2018).

Within the framework of international cooperation, the NCCIR, headed by Mr. Zhyvotovsky, was elected as Chair of the Eastern Partnership Electronic Communications Regulators Network in 2014, 2018 and 2021.
