Jasper Li is the head of Industry Development of Emerging Market of Huawei Technologies where he is responsible for promoting supportive ICT policies and driving entry-level terminal ecosystem to adapt sustainable growth for ICT industry by policy and regulatory consultancy, strategic planning. He is also a core member of the Huawei National Broadband Network team driving broadband business development and network deployment worldwide.

Mr. Li has more than 10 years of experience in the telecommunications and ICT industries. He is dedicated to gaining insights into and researching the development of national ICT industry, especially mobile broadband, and enriching the policy toolkit through case analysis to provide suggestions and reference for authorities including China's Ministry of Industry and Information Technology (MIIT) in formulating new policies. He is also a facilitator of ecosystem cooperation who has established partnerships with many partners in the terminal device supply chain to promote entry-level devices and help low-income people access the rich Internet through high-speed broadband connections.

Most recently, Mr. Li managed various broadband network consulting projects for Huawei’s key customers and regulatory authorities in Asia Pacific, Eastern Europe and Africa. In addition, Mr. Li draws on his deep knowledge of telecommunications industry trends and global best practices to deliver successful plans for regulators and operators in fields such as national ICT, national broadband network, spectrum management, universal access & service, and entry-level terminal device supply.
