V.Raghunandan, obtained M.Tech from S.V.University, Tirupati, India, joined Indian Telecom Service in 1989. Had 30 years of vast experience in various capacities in the field of Telecommunications. Was responsible for major Telecom Project executions, Telecom policy implementation and Telecom Enforcement in various parts of India. Was bestowed Visishta Sanchar Seva Padak Award in Dept of Telecom (DOT) for meritorious services rendered in various remote rural areas for telecom development and contributed substantially in bridging the digital divide in Kerala in 2001.


2006-2007: Graduated MPA from Lee Kuan Yew School of Public Policy (LKY SPP is one of the top few Public Policy Schools in the world), NUS Singapore.


At present working as Dy. Director General, International Relations and ITU Focal Point for India, coordinating all activities related to Multilateral ITU, BRICS, APT, ASEAN, Commonwealth Telecom Organization etc and Bilateral meetings of High Level Dignitaries in Ministry of Communications, Govt of India. Had organised and participated in many International events across the globe and made key interventions and contributions in international conferences. Delivered a number of talks on various topics of Telecommunications and was speaker at many National and international conferences and meetings across the globe.
