Telecommunication Professional motivated by results, who offers more than 25 years of experience worldwide in the development of ICT projects and telecommunications in the public, private sectors and International Organizations. He has been a professor at the University of Cota Rica in Telecommunications.

Currently serving as Executive Secretary of the Regional Telecommunications Technical Commission (COMTELCA) and also an expert tutor, global content and pedagogical coordinator at CEABAD.

He was also Director of Radio Spectrum and Vice Minister of Telecommunications at the Ministry Science, Technology and Telecommunications of Costa Rica.

Allan has a B.S. from the University of Costa Rica in Electronics and Telecommunications and hold a master´s degree in Telecommunications from the Universidad Politecnica de Madrid.
