B.sc in Telecommunication Engineering and worked in regulator and ministry of ICTs for 20 years and specialized in spectrum and standardization and emerging technologies.

Since 2017 he is working in International relationships dept. of Algerian regulator and 2019 become Secretary General of Arab Regulators Network (AREGNET).
