B.sc in Telecommunication Engineering and Master of Business Administration (MBA) in executive management. He has worked in Regulator and Ministry of ICTs for 20 years, specialized in spectrum and standardization, and emerging technologies.

Since 2003, he has worked at the postal and electronic communications regulatory authority in Algeria as head of department and in 2019, he is responsible for the management of the Permanent Secretariat of the Network of Arab Regulators (AREGNET).
