Mr. Lukas Musembi is an economist by profession currently working with the Communications Authority of Kenya as the Acting Manager-Competition regulation. He has more than 10 years experience in regulation and policy making in the ICT sector. In particular, Mr. Musembi has been actively involved in undertaking competition studies, Network costing, regulatory impact assessment, regulation and policy drafting amongst other related activities.
Mr. Musembi is also active in regional and international fora. He is currently a rapporteur in ITU-T SG3: Tariff and accounting principles and international telecommunication/ICT economic and policy issues. In the region, he currently chairs EACO Working Group 06 on Communications Numbering Plans, IP addressing, Service Pricing and Industry analysis.
Mr. Musembi holds a Bachelor degree in economics, Master of Economics, Certified Public Accountant (CPA) and Project Management Professional (PMP).
Mr. Musembi will be sharing country experience (Kenya) with regards to ex-ante regulatory decision making, ex-post regulation, quantitative and qualitative factors considered when determining market power, selection of remedies among other experiences.
