Dr. Luzango Mfupe is a Principal Researcher and innovator at the Council for Scientific and Industrial Research (CSIR), South Africa and he is also an Adjucnt Professor at the Nelson Mandela African Institution of Science and Technology (NM-AIST) in Tanzania. He holds a Doctorate in Telecommunications. His main research areas include but are not limited to: futuristic fixed, airborne and mobile wireless network technologies such as TVWS, 5G and beyond, and innovative flexible radio frequency (RF) spectrum management policy schemes such as Machine Learning and dynamic spectrum access techniques. Luzango has published many peer-reviewed articles and holds a number of patents in the field of wireless networks. Dr Mfupe is a senior member of IEEE and Vice-chairman of IEEE DySPAN-SC 1900.6 standardisation Work Group. Dr Mfupe is an organising chair of the IEEE Africon 2021 flagship conference to be held in Arusha, Tanzania. Luzango is a technical leader of several initiatives at the CSIR including the development of the Geo-location spectrum databases for deployment of wireless networks in Television white spaces (TVWS) and beyond, wireless network sharing and planning platforms. He is currently leading the rural network operators support programme, a joint initiative with the United Nation Development Programme (UNDP).
