Proposals for amendments - Final draft documents of the second WSIS phase

We propose the inclusion of an article 9a to take due account of the special situation of Indigenous Peoples:

(new paragraph) 9.a We recognize that culturally appropriate approaches have to be adopted to meet the special needs of Indigenous Peoples with a view to strengthening their cultures and identities and to ensure their full and effective participation in building the Information Society.

Chapter One

National implementation strategies

(new paragraph) 2.a We recognize that Indigenous Peoples have their own culturally defined approaches, protocols, proceedings and obligations regarding the sharing, dissemination and communication of traditional knowledge and of information related to their cultures. We acknowledge the special situation of Indigenous Peoples, when developing e-strategies and preparing related policies, and commit ourselves to ensure the full and effective participation of Indigenous Peoples in building the Information Society.

 

 

Chapter Two

Financial mechanisms

In the context of developing the draft text on Financial mechanisms for meeting the challenges of ICT for development of the final WSIS document for the Tunis Summit we would like to suggest the following paragraph:

· Governments should take into consideration the special situation and needs of Indigenous Peoples

 

 

Chapter Four

The way ahead

On this chapter we have the following suggestions:

· United Nations’ bodies should particularly support the participation of Indigenous Peoples in the Information Society by elaborating specific policies recognizing their needs and aspirations

· In this context, United Nations’ agencies should provide a platform to encourage new partnerships between the private sector and Indigenous Peoples
