Approval of the Agenda and other organizational matters
The third meeting of the Preparatory Committee (PrepCom-3) of the Tunis phase of the WSIS shall
be opened at the Palais des Nations in Geneva on Monday, 19 September 2005, at 10.00 am, under
the chairmanship of the President of the Preparatory Committee of the Tunis phase, Ambassador
Janis Karklins. After the opening ceremony, it is proposed that the Preparatory Committee approve,
at the outset, the draft agenda of PrepCom-3, as recommended by the Bureau (WSIS-II/PC-
3/DOC/1(rev 1)).
A draft annotated agenda (WSIS-II/PC-3/ADM/3) and a draft time management plan (WSIS-II/PC-
3/ADM/2) setting forth inter alia the working hours, are further submitted under this agenda item,
for consideration.
2.
Election of the Chairpersons of Sub-committees A and B and of the Rapporteur
The Preparatory Committee is invited to proceed with the elections of the chairpersons of
Subcommittees A and B and of a Rapporteur, in accordance with Rules 9 and 44 of the Rules of
Procedure of the Preparatory Committee (hereinafter referred to as “Rules of Procedure”).
3.
Accreditation of NGOs, civil society and business entities
The Preparatory Committee will have for its consideration and approval a document and 3 Annexes
entitled “Accreditation of NGOs, civil society and business sector entities” (WSIS-II/PC-3/DOC/4).
Annex 1 is a list of civil society entities (including NGOs) and annex 2 is a list of business sector
entities, which requested accreditation between 7 January 2005 (the day after the closure of
accreditation for PrepCom-2 of the Tunis phase) and 8 August 2005 (closing date for accreditation
requests for PrepCom-3 and the Tunis Summit). The entities listed in Annex 1 and 2 are
recommended by the Executive Secretariat for accreditation at PrepCom-3. Annex 3 contains the
names of those entities in consultative status with ECOSOC which have expressed their interest to
participate in the WSIS process since 7 January 2005. Annex 3 is submitted for information.
4.
Report of the Secretary General of ITU on the activities between PrepCom-2 and
PrepCom-3
The Secretary-General of ITU has prepared a report on main preparatory activities carried out since
PrepCom-2 of the Tunis phase (WSIS-II/PC-3/DOC/2). It is proposed that the Secretary-General of
the ITU present his report at the first plenary meeting.

Presentation of reports on activities directly related to WSIS
a.
Report on WSIS Stocktaking
The Executive Secretariat has prepared a Report on WSIS Stocktaking (WSIS-II/PC-3/DOC/3). It is
proposed that the leader of the Report team present this report at the first plenary meeting.
b.
Report of the Group of Friends of the President of the Preparatory Committee
The Preparatory Committee of the Tunis Phase decided, at its second meeting in February 2005,
that:
“The Group of Friends of the Chair (GFC) will continue to draft proposals for chapters one
(Implementation Mechanisms) and four (The Way Ahead) of the Operational Part. These
new proposals will be in addition to the written comments and proposals presented during
the first reading on 21 February, contained in the compilation documents on chapter one
(DT-2 Rev. 1) and chapter four (DT-5) respectively. The above-mentioned documents will
be forwarded to PrepCom-3, where a decision on use of the new proposals will be taken.
All stakeholders are invited to continue making contributions to chapters one and four. The
modalities of composition and the methods of work of the Group of Friends of the Chair
will be defined by the Bureau, in consultation with the regional groups”. 
Based on this decision, the Group of Friends of the President had several meetings (including
meetings open to all stakeholders) between PrepCom-2 and PrepCom-3 to prepare a document. It is
proposed that the President of the Preparatory Committee present the document entitled “Report on
the Work of the Group of Friends of the Chair” (WSIS-II/PC-3/DOC/6) at the first plenary meeting. 
c.
Report of the Working Group on Internet Governance
A representative of the Working Group on Internet Governance (WGIG) has been invited to present
the final report of the WGIG (WSIS-II/PC-3/DOC/5) at the first plenary meeting. The background
report of the WGIG is available as a reference document in English and French on the WSIS

Reports on regional conferences
It is proposed that the organizers of WSIS regional conferences held between PrepCom-2 and
PrepCom-3 inform the PrepCom about those conferences. These presentations are scheduled for the
first plenary meeting. The time allotted for the presentation of each regional conference is limited to
8-10 minutes per conference. Sub-regional conferences may also inform the meeting;, their time is
limited to maximum 5 minutes per event. The outcome/reports of the regional and sub-regional
conferences are on the WSIS website at

Reports on thematic meetings
It is proposed that the organizers of WSIS thematic meetings, including regional thematic meetings,
held between PrepCom-2 and PrepCom-3 inform the PrepCom about those meetings. These
presentations are scheduled for the first plenary meeting. The time for the presentations will be
limited to 5 minutes per meeting. The outcome/reports of the thematic and regional thematic
meetings are on the WSIS website at

stakeholders by 15 August (WSIS-II/PC-3/DT/7).
Subcommittee-B will consider the draft texts of the Political Chapeau and Operational Part (except
Chapter 3), based on the documents listed on the next page, as well as with any other questions
related to the final document(s).
