ANNOTATED AGENDA OF PREPCOM-2 OF THE TUNIS PHASE
OF THE WORLD SUMMIT ON THE INFORMATION SOCIETY (WSIS)

 

Approval of the Agenda and other organizational matters

The second meeting of the Preparatory Committee (PrepCom-2) of the Tunis phase of the WSIS shall be opened at the Palais des Nations in Geneva on Thursday, 17 February 2005, at 10.00 am, under the chairmanship of the President of the Preparatory Committee of the Tunis phase, Ambassador Janis Karklins. After the opening ceremony, it is proposed that the Preparatory Committee approve, at the outset, the draft agenda of PrepCom-2, recommended by the Bureau (WSIS-II/PC-2/DOC/1).

A draft annotated agenda (WSIS-II/PC-2/ADM/7) and a draft time management plan (WSIS-II/PC-2/ADM/2) setting forth inter alia the working hours, are further submitted under this agenda item, for consideration.

2. Election of the Chairperson of Sub-committee and of the Rapporteur

The Preparatory Committee is invited to proceed with the elections of a chairperson of the Subcommittee and of a Rapporteur, in accordance with Rules 9 and 44 of the Rules of Procedure of the Preparatory Committee (hereinafter referred to as "Rules of Procedure").

3. Accreditation of NGOs, civil society and business entities

The Preparatory Committee will have before it, for its consideration and approval, a document and 3 Annexes entitled "Accreditation of NGOs, civil society and business sector entities" (WSIS-II/PC-2/DOC/10). Annex 1 is a list of civil society entities (including NGOs) and annex 2 is a list of business sector entities, which requested accreditation between 13 May 2004 (the day after the closure of accreditation for PrepCom-1 of the Tunis phase) and 6 January 2005 (closing day for accreditation requests for PrepCom-2). The entities listed in Annex 1 and 2 are recommended by the Executive Secretariat for accreditation at PrepCom-2. Annex 3 contains the names of those entities in consultative status with ECOSOC which have expressed their interest to participate in the WSIS process since 13 May 2004. This list is submitted for information.

Report of the Secretary General of the ITU on activities after PrepCom-1

The Secretary-General of ITU has prepared a report on main preparatory activities carried out since PrepCom-1 of the Tunis phase (WSIS-II/PC-2/DOC/2). It is proposed that the Secretary-General of the ITU present his report.

5. Presentation of reports on activities directly related to WSIS

a. Interim report on Stocktaking of WSIS

The Executive Secretariat has prepared an interim Report on WSIS Stocktaking (WSIS-II/PC-2/DOC/6). It is proposed that the leader of the Report team present this report.

b. Report of the Group of Friends of the President of the Preparatory Committee

The Preparatory Committee of the Tunis Phase decided, at its first meeting in Hammamet, that:

"A group of friends of the President of the PrepCom of the Tunis Phase, with the assistance of the WSIS Executive Secretariat and in consultation with regional groups, will prepare a document to serve as a basis for negotiations in PrepCom-2, taking into account, as appropriate, the outcomes of relevant thematic, regional and other WSIS-related meetings".


Based on this decision, the Group of Friends of the President was established last October and had several meetings (including meetings open to all stakeholders) to prepare such a document. It is proposed that the President of the Preparatory Committee presents the document entitled "Report on the Work of the Group of Friends of the Chair" (WSIS-II/PC-2/DOC/3).

Report of the Task Force on Financial Mechanisms

A representative of the UNDP has been invited to present the Report of the Task Force on Financial Mechanisms. It is planned to hear this presentation in the second plenary meeting in the afternoon of 17 February. Following the presentation, the President will give the floor to delegates for general comments under this Agenda item. The Executive Summary of the Report and its Conclusions are available as official documents (WSIS-II/PC-2/DOC/7).

Preliminary report of the Working Group on Internet Governance

A representative of the Working Group on Internet Governance (WGIG) has been invited to present the Preliminary report of the Working Group at the third plenary meeting on Thursday 24 February. Following the presentation, the President will give the floor to delegates for general comments under this Agenda item. The WGIG has scheduled its meetings from 14 to 18 February 2005, partly overlapping with PrepCom-2, and the written Preliminary Report will therefore be made available during the course of PrepCom-2.

Reports on regional conferences

It is proposed that the organizers of the WSIS regional conferences, held between PrepCom-1 and PrepCom-2, inform the PrepCom about those conferences. These presentations are scheduled for the first plenary meeting. The time allotted for the presentation of each regional conference is limited to 8-10 minutes per conference. Sub-regional conferences may also inform, their time is limited to maximum 5 minutes per event. The outcome/reports of the regional and sub-regional conferences are on the WSIS website at

f. Reports on thematic meetings

It is proposed that the organizers of WSIS thematic meetings, including regional thematic meetings, held between PrepCom-1 and PrepCom-2, inform the PrepCom about those meetings. These presentations are scheduled for the first plenary meeting. The time for the presentations will be limited to 5 minutes per event. 6. Consideration of the following items of the final document(s):

a. Text of Political Chapeau

b. Text of Operational Part*

c. Any other questions related to the final document(s)

* Including: Follow-up and implementation of the Geneva Declaration of Principles and Plan of Action by stakeholders at national, regional and international level; Consideration of the report of Task Force on Financial Mechanisms and appropriate action; Modalities of follow-up to the WSIS process.

It is proposed to deal with Agenda item 6 in Subcommittee mode. The Subcommittee will consider, review and amend the texts contained in Annexes 1 and 2 of the "Report on the Work of the Group of Friends of the Chair"(WSIS-II/PC-2/DOC/3). This text is the outcome of several meetings of the Group of Friends of the Chair (including meetings open to all stake holders).

7. Amendment of Rule 7 of the Rules of Procedure of the Summit

At its first meeting in Hammamet, the Preparatory Committee of the Tunis Phase of WSIS amended Rule 9 of the Rules of Procedure of the Preparatory Committee to increase the number of members of the Bureau of the Preparatory Committee from 3 to 6 states per region. At its meeting on 12 January 2005, the Bureau decided to recommend to the Preparatory Committee that it recommend to the Summit to amend Rule 7 of the Rules of Procedure of the Summit and to increase the number of members of the Bureau of the Summit in the same manner. The Preparatory Committee will have before it, for its consideration and approval, a document entitled "Draft Amendment of Rule 7 of the Rules of Procedures of the Summit" (WSIS-II/PC-2/DOC/8).

8. Organization of work of the Tunis phase of the Summit

The Preparatory Committee will have before it, for its consideration and approval, two documents relating to the organization of work of the Summit in Tunis: "Draft Agenda of the Tunis Phase of the Summit" (WSIS-II/PC-2/DOC/9), and the "Proposed Format of the Tunis Phase of the World Summit on the Information Society"( WSIS-II/PC-2/DOC/4) The two documents will be distributed during the course of PrepCom-2.

9. Arrangements for the third meeting of the Preparatory Committee of the Tunis phase

According to Rule 1 of the Rules of Procedure of the Preparatory Committee, the Preparatory Committee shall decide on the date and venue of PrepCom-3. The Bureau recommends that PrepCom-3 of the Tunis phase be held in Geneva, at the Palais des Nations, from 19 to 30 September 2005. Under this Agenda item, the Preparatory Committee may also decide any other matters pertaining to PrepCom-3 and its preparations.

10. Adoption of the report of the second meeting of Preparatory Committee of the Tunis phase

The Preparatory Committee will have before it, for its consideration and approval, a draft report of the Second meeting of the Preparatory Committee of the Tunis phase of WSIS.

11. Other business

The Preparatory Committee is invited to discuss any other business.
