This report presents updated recommendations for measuring ICT skills through household surveys, including revised indicator wording across five skill areas and a new method to classify overall digital skill levels. It explores challenges in defining a globally reduced indicator set and reports on data-driven analyses from Brazil and Canada. Findings inform SDG 4.4.1 reporting and future data collection. The subgroup recommends a three-year pause in revisions while maintaining digital skills as an open topic for discussion within EGH.
