Within the framework of its policy to
develop rural areas, the Government of Madagascar voiced its intention in 2001
to open up such areas by enabling the people living there to have access to
information and communication technologies (ICT).
With a view to supporting the democratization of ICT access
to reduce the isolation of rural areas, the operator Telecom Malagasy (TELMA)
advanced the idea of a project for the installation of 112 telecentres in
different localities to facilitate local development applications. The
Government of Madagascar submitted a request for assistance to ITU/BDT, which
responded favourably by financing the preparation of a project document for 112
centres in partnership with TELMA. The main objectives of the project are to:

provide the private sector with opportunities for
business creation and help to improve accessibility to ICT services;

enhance the competitiveness of companies, create
employment, boost incomes and improve people’s living conditions;

facilitate the production and dissemination of content in
the areas of education, health, commerce, agriculture and other government
services;
-
help to ensure that the operator’s investments are put
to the best possible use.

These objectives can be achieved only if they are supported
by accompanying measures on the part of the Government of Madagascar and have
the support of development partners, for the benefit of the poorest segments of
the population.
