     Message to SC-4 participants:
     
     Contributions have been received from a limited number of 
     administrations and organizations regarding the current Resolution 
     18 exercise.  These contributions contain many interesting and 
     constructive ideas and suggestions.  July 15 is the deadline for 
     administrations and others to submit comments or other suggestions 
     concerning these contributions.  I urge all SC participants to 
     provide such comments and suggestions, detailed if possible, so 
     that we may begin the process of establishing a consensus on how 
     the various Resolution 18 issues should be addressed.  Such an 
     extensive round of views and comments will also greatly assist me 
     as Rapporteur in preparing by September 15 my initial draft Report 
     of SC-4.
