*** FIELD OPERATIONS DEPARTMENT (FOP) *** General Assistance The main functions of the Department are to: - prepare and/or process programmes and projects; - implement and monitor projects; - coordinate Human Resources Management/Human Resources Development programmes and projects; - collaborate with UNDP and other resource providers. The work is being done from the Headquarters and Field Offices in Addis Ababa (Ethiopia), Bangkok (Thailand), Brasilia (Brazil), and Cairo (Egypt). Support in Network Operation and Maintenance There is one Area Expert for Network Management, Operation and Maintenance each in Africa, Americas, Asia and the Pacific as well as in the Arab Region who is responsible for the following general activities in support of the improvement of network performance and telecommunication service levels: - advising the Administrations on the management, operational and maintenance aspects of their telecommunication network with the aim of enhancing efficiency and quality of service and on the introduction of ISDN; - providing to Administrations information on ITU regulations, standards, recommendations, procedures and guidelines for the installation, operation and maintenance of telecommunication networks and, in particular, new services; - preparing modalities for Technical Cooperation among Developing Countries (TCDC). Project Implementation 1) Master Plans These kind of projects will help the Telecommunication Administrations to prepare a Master Plan for Telecommunication Development which is generally composed of long-term development programmes and the fundamental technical characteristics of the future telecommunications network. The Master Plan projects are directly investment-oriented and will also contribute, to some extent, to institution building by enhancing local planning capability. More than forty (40) Master Plans have been prepared so far. Master Plan projects are under implementation in the following countries: - Lesotho, Afghanistan, Bhutan, Libya and Sudan 2) Sectoral Studies Special attention should be given to sectoral studies in developing countries where the telecommunications sector will be fully reviewed and the sector priorities and constraints are determined and projects identified. Normally, the sectoral studies are prepared for countries with no current project involvement in the sector and where there may be a potential for future involvement. The telecommunications sector study begins with a brief review of the levels of, access to, quality of, and demand for telecommunications services in the country. The objectives or priorities for the sector as seen by the country are then explained, and an analysis is made of the various constraints on achieving them; such as inadequate policies, institutions, finances or training. The study should conclude with a strategy for rationalization, development and improvement in the sector and the identification of a suitable project or projects. 3) Regional Projects The Regional project proposals originate often in Resolutions of inter-governmental bodies. The ultimate value of these projects depends on their success in helping Governments to work together towards the solution of common problems and, if applicable, to continue working together after the regional project comes to an end. The following are types of inter-country activities: - Institution building; Regional training; Seminars and Study tours; Pre-investment and Feasibility studies; Inter-country Advisory Services; Research and Development and Development Cooperation. 4) Regulatory Studies These studies aim at assisting in reconstructing the telecommunications administrations in order to improve the cost effectiveness of the services and to create a climate favourable for investment.
