White paper specification approved 2013-04-30.
3. Justification for the specific reference:
The Bluetooth Personal Health Devices Transcoding White Paper, v1.4, is needed to allow device inter-connectivity within the Continua Design Guidelines personal area network architecture. This specification defines a short-range communications system intended to replace the cable(s) connecting portable and/or fixed electronic devices for Bluetooth low energy sensors.

Specification approved 2013-04-30 and many qualified devices implementing this version of the specification exist. Even though this s titled a "white paper" it defines specific configuration and parameteres necessary for interoperable operation of devices.
