有线通信网络的排放水平和测试方法，以减少无线电业务的电磁干扰

宽带业务的部署彻底改变了电信网络的使用。首先，网络中的传输时刻存在（“always-on”）。第二，采用的传输频率范围远远大于以往的接入系统。因此，与无线电业务发生干扰的风险增加了。如果发生干扰，网络运营商和国家管理部门之间的职责分工及场地辐射电平并未明确规定。本建议书旨在建议与无线电业务发生干扰时的测量方法和目标电平。此外，还提到了解决干扰的一种方法以及何种情况下案件须提交国家管理部门。
