It aims to achieve this through unified approaches to collaborative digital policy, regulation, and governance across the various economic sectors and international borders.&nbsp;<\/p>\n<\/div>\n\n<div class=\"ituContainer\">\n<p>The Board comprises five Members who serve on a pro bono basis for a two-year term. He also taught MBA classes at the UK&#8217;s Nottingham Trent University.<br \/>\r\n<br \/>\r\nThroughout his career, he has focused on closing the digital and skills divide and accelerating digital transformation to achieve socio-economic development for all.<br \/>\r\n<br \/>\r\nDr Zavazava holds a PhD in Multilateral Trade from Business School Lausanne (Switzerland), and a Master of Laws degree in Telecommunications and Information Technology from the University of Strathclyde (UK), as well as a Master&#8217;s in International Relations from Webster University (US), and an MBA from the University of Zimbabwe. His expertise spans both the telecom industry and regulatory sectors, where he has played a pivotal role in shaping policies that promote fair competition, foster investment, and enhance market efficiency.<br \/>\r\n<br \/>\r\nAs Deputy Governor of the Regulation and Competition Sector, Alrejraje has led comprehensive regulatory reforms that have enhanced competition, improved service quality, facilitated market entry for new telecom operators, and expanded consumer choices. His leadership has been instrumental in modernizing licensing frameworks, strengthening regulatory oversight, and driving digital transformation initiatives to support the growth of the ICT sector. <br \/>\r\n<br \/>\r\nIn addition to his regulatory expertise, Alrejraje has extensive experience in telecom industry operations, having worked in leading telecom companies in various strategic roles. His insights into industry challenges and market dynamics have enabled him to bridge the gap between regulators and service providers, ensuring that regulatory frameworks align with industry best practices while fostering innovation and sustainable growth. Alrejraje has also played a key role in international collaborations and policy discussions, representing the sector in global forums and advocating for policies. He also serves as the EMERG Chair for 2024.<br \/>\r\n<br \/>\r\nHe holds a B.Sc. in Economics from the London School of Economics and Political Science and an MBA from the London Business School. Petros has extensive experience in the postal, electronic communications, and cybersecurity regulation sectors, as well as in both the service and manufacturing sectors. Prior to taking up her position, she headed the Telecommunications Market Regulation Department at ComCom.<br \/>\r\n<br \/>\r\nEkaterine has over 15 years of professional experience in telecommunications with a global perspective. Ekaterine has held several key positions at the international telecommunications group company VEON Ltd., leading the Global Process unit responsible for the group&#8217;s digital transformation. She also served as the group&#8217;s internal control and risk management lead for several years. Ms Imedadze had previously served as the Head of Finance and Operations for a number of large private organisations, as well as a business consultant for leading ICT companies.<br \/>\r\n<br \/>\r\nMs. Imedadze holds an MBA from the University of Bradford School of Management and completed the Innovation Leadership programme at the Massachusetts Institute of Technology (MIT). He is currently Director General of the Postal and Electronic Communications Regulatory Agency (ARPCE) in the Republic of Congo and Commander of the Order of Merit of the Republic of Congo.<br \/>\r\n<br \/>\r\nHis career began in 2007 in France as a systems engineer at EADS-AIRBUS DEFENSE, then at THALES COMMUNICATION. In 2010, he returned to Congo to join ARPCE. He quickly rose through the ranks: \ufb01rst as head of frequency management, then as technical advisor to the Director General and Director of Networks, before being appointed Director General in 2020 by presidential decree.<br \/>\r\n<br \/>\r\nUnder his leadership, ARPCE has undergone a profound transformation. He has promoted international outreach, marked by the settlement of debts to postal and telecommunications institutions, the strengthening of regional cooperation, and active participation in bodies such as the ITU, ARTAC (which he chairs in 2022), Fratel (of which he is executive chairman in 2024), and the Digital Regulation Network in 2025.<br \/>\r\n<br \/>\r\nHe is leading structural projects such as the connection of the Congo to META&#8217;s 2Africa submarine cable and the inauguration of the TIER 3+ data center in Pointe-Noire. He is modernizing the regulatory framework with the creation of an electronic transaction monitoring center and the deployment of digital tax tools such as the electronic stamp and the standardized invoice.<br \/>\r\n<br \/>\r\nHe promotes digital inclusion, notably through tax exemptions for smartphones and the creation of an equipment certi\ufb01cation laboratory. Committed to environmental issues, he is launching a responsible digital observatory to reduce the carbon footprint.<br \/>\r\n<br \/>\r\nLouis-Marc SAKALA is thus recognized as a key player in the digital, economic, and sustainable transformation of the telecommunications sector in Central Africa.<\/div><\/div><\/div><\/div><\/div><\/div><\/center><\/div><link href='https:\/\/www.itu.int\/itu-d\/sites\/ra-network\/wp-content\/plugins\/IPSAPI\/blocks\/speakerscards\/includes\/IPS_Speakers.css' rel='stylesheet'><link href='https:\/\/www.itu.int\/itu-d\/sites\/ra-network\/wp-content\/plugins\/IPSAPI\/blocks\/includes\/css\/IPS_Common.css' rel='stylesheet'><link href='https:\/\/www.itu.int\/itu-d\/sites\/ra-network\/wp-content\/plugins\/IPSAPI\/blocks\/includes\/chosen\/chosen.css' rel='stylesheet'>\n\n<div class=\"ituContainer\">\n<h2 class=\"wp-block-heading\">DRN Board Members mission<\/h2>\n<\/div>\n\n<div class=\"ituContainer\">\n<p>The DRN Initiative aims to accelerate sustainable digital transformation through common approaches to collaborative digital policy, regulation, and governance across economic sectors and borders, working directly with Regional Regulatory Associations (RAs) and their members across the globe.\u202f&nbsp;<\/p>\n<\/div>\n\n<div class=\"ituContainer\">\n<p>The mission of the Digital Regulation Network (DRN) Board is to provide expertise, knowledge, and guidance to ensure the effective implementation of the initiative&#8217;s main building blocks.\u202f&nbsp;<\/p>\n<\/div>\n\n<div class=\"ituContainer\">\n<p><strong>Board Member Responsibilities&nbsp;<\/strong>&nbsp;<\/p>\n<\/div>\n\n<div class=\"ituContainer\">\n<p>Board Members are expected to actively engage in the work of the Digital Regulation Network initiative throughout the year by carrying out the following responsibilities:\u202f&nbsp;<\/p>\n<\/div>\n\n<div class=\"ituContainer\">\n<ul class=\"wp-block-list\"><div class=\"ituContainer\">\n<li>Attend at least one physical Board meeting per year and participate in inter-sessional work, including online discussions and virtual meetings.
