Developed to be fully integrated into the Connectivity Planning Platform, GEMS builds on ITU\u2019s existing toolkits and uses data from 109 countries to demonstrate how regulatory reforms, financing options, and infrastructure choices impact the commercial and social viability of connectivity projects\u2014especially in underserved areas.
