Dr Pemmasani Chandra Sekhar<\/p><\/div><div class='IPSBioCellRight'><div class='IPSBioDescription'><p>Dr. Pemmasani Chandra Sekhar is a graduate of Osmania Medical College in Hyderabad, India. He ranked 27th out of 60,000 students who took the EAMCET medical school entrance examination, one of the most competitive examinations in the country. He completed his residency in internal medicine at Geisinger Medical Center in Danville, Pennsylvania, and obtained the highest percentile scores in most board examinations. During his postgraduate training, he represented the state of Pennsylvania in a national medical knowledge competition for 2 years. He then worked at Johns Hopkins University \u2013 Sinai Hospital for about 5 years as an attending physician, teaching residents and medical students.<br \/>\r\n<br \/>\r\nHe is also the founder of UWord, an online learning platform for high stakes competitive exams in the US. In 2020, he won the Ernst and Young Award of \u201cEntrepreneur of the Year\u201d in the US. Also, he is a member of Forbes Business Council.<br \/>\r\n<br \/>\r\nDr. Pemmasani has worked in a free medical clinic providing care to uninsured\/underinsured patients in the Indian community of Dallas. In India, he helped provide free and clean water to residents of the Palnadu in the Guntur district, for over 10 years, and donated land for a community hall in his father\u2019s village. He has also provided educational funding to a number of children and adults besides giving charitable donations to local community organizations. As Vice-Minister, he has overseen international digital policies, including digital infrastructure, cybersecurity, information integrity, and emerging technologies such as AI. Prior to his current role, he served as Director-General of the Telecommunications Bureau. His career also includes roles as Director-General of the Secretariat, Director-General of the Postal Services Policy Planning Department, and Director-General of the Telecommunications Business Department.<br \/>\r\n<br \/>\r\nDr. IMAGAWA holds a B.A.S. and an M.A. in Systems Studies from the University of Tokyo, as well as an M.A. and a Ph.D. in Economics from Harvard University. His academic experience provides a strong theoretical foundation for his policymaking efforts. From 2000 to 2003, he taught economics as an associate professor at Osaka University. He has also served as a visiting scholar at several universities, including the University of Tokyo and Waseda University, and as a research fellow at the Stanford Japan Center-Research. The TRA develops regulatory rules that promote competition, innovation, and investment in broadband services and facilities, as well as developing a more comprehensive and competitive framework that aligns with international best practices. Ms Tatenda Annastacia Mavetera<\/p><\/div><div class='IPSBioCellRight'><div class='IPSBioDescription'><p>Hon Dr Tatenda Annastacia Mavetera is Zimbabwe\u2019s Minister of Information Communication Technology, Postal and Courier Services.\u00a0 She is a youthful member of Parliament representing Chikomba West Constituency in Mashonaland East Province, in Zimbabwe.<br \/>\r\n<br \/>\r\nSince her appointment, as minister in 2023, several projects have been designed to accelerate universal access to Broadband services have been initiated in Zimbabwe.<br \/>\r\n<br \/>\r\nBefore being appointed Minister, Hon Dr Mavetera was a member of the Pan African Parliament, where she was the first Vice President of the Youth Caucus.\u00a0 She is passionate when it comes to youth and women issues in Zimbabwe.\u00a0 She initiated the youth caucus in the 9<sup>th<\/sup> Parliament, in a bid to see youth issues being addressed, and was also a member of the Budget and Justice Committees.<br \/>\r\n<br \/>\r\nIn 2021, she initiated a movement dubbed Young Women 4ED, which is designed to ensure that young women are not ignored in all aspects of life. She also spearheaded the She-Tech initiative, which has seen scholarships being awarded to girls studying ICTs in different Zimbabwean Universities.<br \/>\r\n<br \/>\r\nShe holds an Honours Degree in Management and Marketing and a master\u2019s degree in strategic marketing. Mr Mondli Gungubele<\/p><\/div><div class='IPSBioCellRight'><div class='IPSBioDescription'><p>Deputy Minister Mondli Gungubele was appointed as the Minister of Communications and Digital Technologies of the Republic of South Africa with effect from 6 March 2023. He previously served as Minister in the Presidency responsible for the Department of Planning, Monitoring and Evaluation (DPME), the National Planning Commission (NPC), Statistics South Africa (StatsSA), the Government Communication Information System (GCIS) and the State Security Agency (SSA).<br \/>\r\n<br \/>\r\nDeputy Minister Gungubele has extensive experience in local, provincial, and national government and believes in strategic planning and effective monitoring of systems to ensure that government is held accountable to deliver services to the people. He is a political activist who spent much of his youth fighting for a liberated and just South Africa which is united in diversity.<br \/>\r\n<br \/>\r\nDeputy Minister Gungubele became involved in the trade union movement in the \u201870s and it is this experience that sharpened his political and negotiation skills. In 1982, he became a member of the National Union of Mineworkers (NUM) and would later be elected as a Chairperson of his Local Branch of the Congress of South African Trade Unions (COSATU) in 1989. In 1992, he was elected as the Chairperson of the African National Congress (ANC) Vosloorus Branch, and later became the founding Chairperson of the ANC East Rand Region. In the same year, he was elected to the Provincial Executive Committee (PEC) of the ANC in Gauteng.<br \/>\r\n<br \/>\r\nIn 1994, Deputy Minister Gungubele was deployed as a Member of the Gauteng Provincial Legislature and was subsequently appointed as the MEC of Health in the Gauteng Provincial Government in 1997. He held this position until 1999. He was then deployed to lead Gauteng\u2019s Sports, Recreation and Arts and Culture agenda as its MEC where he worked tirelessly to unite all sporting codes and contributed to the development of grassroots sports in Gauteng. He held the position until 2004 in the year South Africa was awarded the 2010 FIFA Soccer World Cup showpiece.<br \/>\r\n<br \/>\r\nAfter the 2004 Provincial and National Elections, Gungubele became the Chairperson of the Economic Affairs Portfolio Committee in the Gauteng Legislature where he was responsible for political oversight and ensuring that the Department of Economic Affairs fulfilled its mandate to the people.<br \/>\r\n<br \/>\r\nIn 2009, he was deployed to the National Assembly as an ANC Member of Parliament, where he served as the Whip of the Justice and Constitutional Development Portfolio Committee. He was later redeployed to the City of Ekurhuleni as the City\u2019s Executive Mayor in 2011. It is during this time where he drove the City\u2019s Governance and Administrative record to clean audits and numerous awards on good governance.<br \/>\r\n<br \/>\r\nIn 2016, he was deployed back to Parliament and served on the Portfolio Committees on Communications and Public Enterprises respectively. Mr Gungubele was part of the collective which led SABC Inquiry and the Eskom Inquiry \u2013 both processes which paved the way for the turnaround of these two State Owned Enterprises.<br \/>\r\n<br \/>\r\nDeputy Minister Gungubele was then appointed as the Deputy Minister of Finance from February 2018 until the general elections in May 2019. He has more than thirty years of experience in the areas of Trade Negotiations and Regional Integration and Cooperation in the Caribbean and Latin America.<br \/>\r\n<br \/>\r\nHe has held various technical positions in regional and international organizations, as well as at the diplomatic level. From 1995 to 1999 he headed the CARIFORUM Programming Unit in Georgetown, Guyana, for the coordination of regional projects financed through the European Development Fund of the European Union. In September 1999, he was appointed to open the first permanent diplomatic mission of the Dominican Republic in Trinidad and Tobago as Minister Counselor Ad-Hoc. At the end of 2000 he was selected as Executive Director of the Administrative Secretariat of the Free Trade Area of the Americas (FTAA) in Miami, Florida (USA), Panama City (Panama) and Puebla (Mexico). From 2005 to 2007 he was with the Caribbean Regional Negotiating Machinery (CRMN) based in Barbados, as coordinator of the negotiations of the Economic Partnership Agreement between the CARIFORUM countries and the European Union. He returned to Santo Domingo in 2007 to assume the position of General Manager of the Foreign Trade Management Strengthening Project financed by the Inter-American Development Bank (IDB). Between 2010 and 2011 he served as Trade Specialist for the USAID-funded \u201cDR-CAFTA implementation project\u201d. He returned to Georgetown, Guyana from 2011 to 2013, appointed as the first Director General of CARIFORO.<br \/>\r\n<br \/>\r\nAfter completing his term at CARIFORO, at the end of 2013, he rejoined the Ministry of Foreign Affairs, serving as Director of the Caribbean Directorate in the Ministry of Foreign Affairs from 2015 to 2017. Then, he was advisor for trade and general cooperation issues at the Vice Ministry of Negotiations and International Cooperation until November 2020 when he was appointed Ambassador to the Kingdom of Belgium, to the Grand Duchy of Luxembourg, as well as Head of the Mission of the Dominican Republic to the European Union. In December 2024, he was appointed as ambassador, permanent representative to the United Nations organizations based in Geneva, Switzerland.<br \/>\r\n<br \/>\r\nAmbassador Ogando Lora has extensive academic experience. He was a professor in graduate programs at universities such as the Pontificia Universidad Cat\u00f3lica Madre y Maestra (PUCMM) and the Instituto Tecnol\u00f3gico de Santo Domingo (INTEC), as well as at the Instituto de Formaci\u00f3n Diplom\u00e1tica y Consular (INESDyC) of the Ministry of Foreign Affairs in the Dominican Republic. From 2014 to 2021 he was also Director of the Latin American Faculty of Social Sciences, Dominican Republic Program (FLACSO-RD). Majed Sultan Al Mesmar is the Director General of the Telecommunications and Digital Government Regulatory Authority and a member of the UAE Higher Committee for Government Digital Transformation. He oversees TDRA\u2019s mandates under Federal Decree No. 3 of 2003, fostering a competitive telecom market and advancing digital government initiatives.<br \/>\r\n<br \/>\r\nWith over 3 decades of experience, he held leadership roles at TDRA, Etisalat Group, and Mobily, KSA. Since 2017, H.E. chaired the ICT Fund, driving investments in education and innovation to prepare national talent for the digital future.<br \/>\r\n<br \/>\r\nH.E. contributes to key committees, including the UAE Council for Artificial Intelligence and Blockchain, Policies and Legislation Committee of Fourth Industrial Revolution Council, Special Steering Committee for 5G and Higher Committee of the Mohammed bin Rashid Smart Education Program. He was re-appointed for a second term in August 2022 after completing his first 4-year term in this position.<br \/>\r\n<br \/>\r\nHe was born in Glasgow, Scotland in 1975. He is an Electrical and Electronic Engineer graduated from Eastern Mediterranean University.<br \/>\r\n<br \/>\r\nMr. Karag\u00f6zo\u011flu worked as a software engineer at Istanbul Water and Sewerage Administration (ISKI) of Istanbul Metropolitan Municipality (IMM) from 2002 to 2004.
