{"id":525,"date":"2025-02-19T13:30:21","date_gmt":"2025-02-19T13:30:21","guid":{"rendered":"https:\/\/www.itu.int\/itu-d\/meetings\/wtdc25\/?page_id=525"},"modified":"2025-11-10T08:34:53","modified_gmt":"2025-11-10T08:34:53","slug":"protocol-services","status":"publish","type":"page","link":"https:\/\/www.itu.int\/itu-d\/meetings\/wtdc25\/protocol\/protocol-services\/","title":{"rendered":"Protocol services"},"content":{"rendered":"    <div class=\"ituContainer grid\">\n        <div data-span=\"12\">\n                            <div class=\"ituContainer\">\n<h2 class=\"wp-block-heading\"><strong>VIP categories<\/strong><\/h2>\n<\/div>                            <div class=\"ituContainer\">\n<p>The following VIP categories have been established for WTDC-25 and will constitute VIP accreditation:<\/p>\n<\/div>                                <div class=\"ituContainer grid\">\n                        <div data-span=\"4\">\n                    <div class=\"ituContainer\">\n<p><strong>(UN)<\/strong> <\/p>\n<\/div>                    <div class=\"ituContainer\">\n<ul class=\"wp-block-list\"><div class=\"ituContainer\">\n<li>Executive Heads of UN Agencies<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>UN Resident Coordinator for Azerbaijan<\/li>\n<\/div><\/ul>\n<\/div>            <\/div>\n                        <div data-span=\"4\">\n                    <div class=\"ituContainer\">\n<p><strong>(MIN)<\/strong> <\/p>\n<\/div>                    <div class=\"ituContainer\">\n<ul class=\"wp-block-list\"><div class=\"ituContainer\">\n<li>Cabinet Ministers<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>Deputy Ministers if the Minister of the same country is not attending*<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>Heads of ITU Administrations who do not have a Ministry of ICT and are represented at ITU by another entity **<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>Chair of WTDC-25<\/li>\n<\/div><\/ul>\n<\/div>                    <div class=\"ituContainer\">\n<p><\/p>\n<\/div>                    <div class=\"ituContainer\">\n<p><em>* A Deputy Minister who is accompanying their Minister will therefore qualify for the (DMIN) category.<\/em><br><em>** 13 ITU Administrations do not have a Ministry of ICT and are represented at ITU by another entity whose Head is ministerial level (MIN)<\/em>.<\/p>\n<\/div>            <\/div>\n                        <div data-span=\"4\">\n                    <div class=\"ituContainer\">\n<p><strong>(DMIN)<\/strong> <\/p>\n<\/div>                    <div class=\"ituContainer\">\n<ul class=\"wp-block-list\"><div class=\"ituContainer\">\n<li>Deputy Ministers if the Minister of the same country is attending<\/li>\n<\/div><\/ul>\n<\/div>                    <div class=\"ituContainer\">\n<p><strong>(REG)<\/strong><\/p>\n<\/div>                    <div class=\"ituContainer\">\n<ul class=\"wp-block-list\"><div class=\"ituContainer\">\n<li>Heads of Regulatory Authorities<\/li>\n<\/div><\/ul>\n<\/div>                    <div class=\"ituContainer\">\n<p><strong>(AMB)<\/strong><\/p>\n<\/div>                    <div class=\"ituContainer\">\n<ul class=\"wp-block-list\"><div class=\"ituContainer\">\n<li>Ambassadors<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>Special Envoys<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>Heads of Regional Telecommunication Organizations (<a href=\"https:\/\/www.itu.int\/en\/council\/Pages\/rto.aspx\">RTOs<\/a>)<\/li>\n<\/div><\/ul>\n<\/div>            <\/div>\n            <\/div>\n                            <div class=\"ituContainer\">\n<p><strong>IMPORTANT NOTES:<\/strong><\/p>\n<\/div>                            <div class=\"ituContainer\">\n<ul class=\"wp-block-list\"><div class=\"ituContainer\">\n<li>The VIP status is not transferrable from a category to another. For instance, if a Minister has attended the first days of the Conference and is leaving the event, the Deputy Minister of the same country (DMIN) will not qualify for the (MIN) category.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>Heads of Delegation do not qualify as VIPs, unless identified in the above categories. The VIP status is not transferrable, including to Heads of delegation.<\/li>\n<\/div><\/ul>\n<\/div>                    <\/div>\n    <\/div>\n\n\n    <div class=\"ituContainer grid\">\n        <div data-span=\"12\">\n                            <div class=\"ituContainer\">\n<h2 class=\"wp-block-heading\"><strong>Special procedures for VIP registration<\/strong><\/h2>\n<\/div>                            <div class=\"ituContainer\">\n<p>All participants, including VIPs, must register online using the&nbsp;<a href=\"https:\/\/www.itu.int\/itu-d\/meetings\/wtdc25\/registration-participation\/registration\/\" target=\"_blank\" rel=\"noreferrer noopener\">online registration system<\/a>.<\/p>\n<\/div>                            <div class=\"ituContainer\">\n<p>Alternatively, the Designated Focal Point (DFP) can register VIPs on their behalf&nbsp;through the <a href=\"https:\/\/www.itu.int\/net4\/CRM\/xreg\/web\/Login.aspx?src=Focalpoint\" data-type=\"link\" data-id=\"https:\/\/www.itu.int\/net4\/CRM\/xreg\/web\/Login.aspx?src=Focalpoint\" target=\"_blank\" rel=\"noreferrer noopener\">Registration request approval platform<\/a>,&nbsp;selecting the WTDC-25 and then \u201cRegister High-level Delegates\u201d.<\/p>\n<\/div>                            <div class=\"ituContainer\">\n<p><a href=\"https:\/\/www.itu.int\/itu-d\/meetings\/wtdc25\/registration-for-vips\/\" data-type=\"link\" data-id=\"https:\/\/www.itu.int\/itu-d\/meetings\/wtdc25\/registration-for-vips\/\">Click here<\/a> to view full details on VIP registration.<\/p>\n<\/div>                            <div class=\"ituContainer\">\n<h2 class=\"wp-block-heading\"><strong>Badge collection for VIPs (updated on 31 October)<\/strong><\/h2>\n<\/div>                            <div class=\"ituContainer\">\n<p>In principle, all badges must be collected personally as a photograph will be taken at the Conference Centre and printed on the badge for access control security.<\/p>\n<\/div>                            <div class=\"ituContainer\">\n<p>Exceptionally for VIPs, badges, together with a distinctive VIP lanyard, may be collected on their behalf by an authorized third party at the Conference Registration Desk.&nbsp; In such cases, an ID photograph of the registered VIP must be sent in advance to the registration service at:&nbsp;<a href=\"mailto:BDTMeetingsRegistration@itu.int\">BDTMeetingsRegistration@itu.int<\/a><\/p>\n<\/div>                            <div class=\"ituContainer\">\n<p><strong>IMPORTANT NOTE: Exceptionally for Ministers (<u>MIN category<\/u>), badges will be collected on their behalf by the Host Country Protocol service and delivered to them at the Airport VIP lounge. Ministers\u2019 badges must not be collected at the Conference venue by the Delegations or local Embassies.<\/strong><\/p>\n<\/div>                            <div class=\"ituContainer\">\n<h2 class=\"wp-block-heading\"><strong>Protocol courtesy services provided by the Host Country<\/strong><\/h2>\n<\/div>                            <div class=\"ituContainer\">\n<p>The following courtesy services are provided by the Republic of Azerbaijan to attending VIPs in the MIN category (as defined above) and to Executive Heads of UN Agencies.<\/p>\n<\/div>                            <div class=\"ituContainer\">\n<p><strong>Access to the VIP lounge at the Heydar Aliyev International Airport (GYD)<\/strong><\/p>\n<\/div>                            <div class=\"ituContainer\">\n<p>The \u201cGovernment VIP Airport Lounge\u201d, which is in a separate terminal (next to terminal 1), will only be made available for 1&nbsp;(one) VIP of the (MIN) category per country\/delegation, and to Executive Heads of UN Agencies, for their arrival and departure.<\/p>\n<\/div>                            <div class=\"ituContainer\">\n<ol start=\"1\" style=\"list-style-type:lower-alpha\" class=\"wp-block-list\"><div class=\"ituContainer\">\n<li>The eligible VIP, welcomed through the VIP Airport Lounge, will be met at the door of the airplane and transported to the lounge by vehicle. A maximum of one (1) VIP may be transported to the lounge<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>The Airport VIP Lounge staff will greet the VIP in the lounge.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>Passport control and luggage retrieval will be handled by the Airport VIP Lounge services.<\/li>\n<\/div><\/ol>\n<\/div>                            <div class=\"ituContainer\">\n<p><strong>IMPORTANT NOTES:<\/strong><\/p>\n<\/div>                            <div class=\"ituContainer\">\n<ul class=\"wp-block-list\"><div class=\"ituContainer\">\n<li>The itinerary and other pertinent information of the eligible VIP requesting the VIP Airport Lounge service needs to be provided as soon as possible, and&nbsp;no later than 7 November 2025, to the ITU Protocol service through&nbsp;<a href=\"mailto:protocol.service@itu.int\">protocol.service@itu.int<\/a>.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>For departure, the eligible VIP should be present at the airport between 1.5 and 2 hours before scheduled take-off to complete all formalities.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>A duty free shop is available for both arrivals and departures.<\/li>\n<\/div><\/ul>\n<\/div>                            <div class=\"ituContainer\">\n<h2 class=\"wp-block-heading\"><strong>Airport transfers for VIPs (updated on 31 October)<\/strong><\/h2>\n<\/div>                            <div class=\"ituContainer\">\n<p>Upon request, for the\u00a01\u00a0(one) VIP of the (MIN) category per country\/delegation, and for Executive Heads of UN Agencies, <strong>airport transfers<\/strong> will be provided for arrival and departure, to transport them <strong>between the airport and their hotel<\/strong>. This service is also available for countries with diplomatic representation in Baku.<\/p>\n<\/div>                            <div class=\"ituContainer\">\n<p><strong>Please note that any other private transportation for the one VIP in the (MIN) category &#8211; such as transportation in a private chauffeur-driven car (e.g. between the hotel and the Conference venue) \u2013 must be arranged by the respective Delegations.<\/strong><\/p>\n<\/div>                            <div class=\"ituContainer\">\n<p>The request should be done to the ITU Protocol service through&nbsp;<a href=\"mailto:protocol.service@itu.int\">protocol.service@itu.int<\/a>, and&nbsp;no later than 7 November 2025, to ensure the Airport transfer service can be provided.<\/p>\n<\/div>                            <div class=\"ituContainer\">\n<p><strong>IMPORTANT NOTES:<\/strong><\/p>\n<\/div>                            <div class=\"ituContainer\">\n<ul class=\"wp-block-list\"><div class=\"ituContainer\">\n<li>The above-described Airport service is not transferrable.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>A maximum of a VIP +1 will be able to accompany the eligible VIP for the Airport transfer.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li>A shuttle bus service for all other accredited delegation members from the Airport to the recommended hotels, and from the recommended hotels to the Conference venue will be provided. The list of recommended hotels is available on the WTDC-25 website.<\/li>\n<\/div><\/ul>\n<\/div>                            <div class=\"ituContainer\">\n<h2 class=\"wp-block-heading\"><strong>Access to the conference centre for VIPs (updated on 31 October)<\/strong><\/h2>\n<\/div>                            <div class=\"ituContainer\">\n<p>As a security measure, all VIP participants are required to wear a photo badge and to use the security badge scanning equipment when accessing the conference venue. A fast-track access via the security screening area will be available for VIPs with the distinctive lanyard.<\/p>\n<\/div>                            <div class=\"ituContainer\">\n<h2 class=\"wp-block-heading\"><strong>VIP lounge at the Baku Convention Center<\/strong><\/h2>\n<\/div>                            <div class=\"ituContainer\">\n<p>A VIP Lounge will be made available with restricted access for VIP delegates.<\/p>\n<\/div>                            <div class=\"ituContainer\">\n<p>A limited number of bilateral meeting rooms will be available for delegates.
