Dr Cosmas Luckyson Zavazava<\/p><\/div>

Dr Cosmas Luckyson Zavazava took office as Director of the Telecommunication Development Bureau (BDT) at the International Telecommunication Union (ITU) on 1 January 2023.
\r\n
\r\nWith more than 30 years in telecommunications, including over 20 years in ITU’s Development Sector, Dr Zavazava has promoted and implemented impactful information and communication technology projects around the world.
\r\nPrior to his election as BDT Director, he served as ITU’s Chief of Partnerships for Digital Development, overseeing development-related projects, strategic partnerships, and resource mobilization between 2019 and 2022, while launching new initiatives that have boosted the engagement of industry, private-sector, and academia members in ITU’s work.
\r\n
\r\nFrom 2010 until 2019, he was Chief of the Projects and Knowledge Management, responsible for ITU’s project portfolio, statistics, capacity building, and emergency telecommunications activities, as well as coordinating special assistance to least developed countries (LDCs), landlocked developing countries (LLDCs), and small island developing states (SIDS).
\r\n
\r\nPreviously, as ITU’s Chief of Projects and Initiatives, he oversaw development projects focused on gender, youth, and people with special needs, along with capacity building, emergency telecommunications, climate change mitigation and adaptation, and e-waste management.
\r\n
\r\nEarlier, Dr Zavazava headed the Republic of Zimbabwe’s Government Telecommunications Agency and served as a senior diplomat. He also taught MBA classes at the UK’s Nottingham Trent University.
\r\nThroughout his career, he has focused on closing the digital and skills divide and accelerating digital transformation to achieve socio-economic development for all.
\r\nDr Zavazava holds a PhD in Multilateral Trade from Business School Lausanne (Switzerland), and a Master of Laws degree in Telecommunications and Information Technology from the University of Strathclyde (UK), as well as a Master’s in International Relations from Webster University (US), and an MBA from the University of Zimbabwe. He also holds a Bachelor’s in Business Administration and diplomas in Telecommunications and Systems Engineering.<\/div><\/div><\/div><\/div><\/div><\/div>

Isabelle Mauro is Director General of the Global Satellite Operators Association (GSOA) that represents the interests of the satellite industry ecosystem. Under Isabelle\u2019s leadership, GSOA and its member CEOs lead the effort to showcase the benefits of satellite communications for a more inclusive, sustainable and secure society – vital to bridging the world\u2019s digital divide, achieving the UN\u2019s Sustainable Development Goals and realizing the full potential of the 5G & 6G ecosystem.
\r\n
\r\nIsabelle has 25 years\u2019 experience in the Telecoms and Technology sector, starting at the GSMA, where she was responsible for International & External Affairs for fifteen years. In 2015 she moved to New York to join the World Economic Forum as Head of the Information, Communications and Technology (ICT) Industry.
\r\n
\r\nIsabelle is passionate about inclusion and sustainability. She is a Commissioner of the UN Broadband Commission for Sustainable Development. She also sits on the Advisory Board of Women in Tech.<\/div><\/div><\/div><\/div><\/div><\/div><\/div>\n\n

The ITU Regional Development Forum for the Commonwealth of Independent States 2026 (RDF-CIS) took place from 29 to 30 September in Dushanbe, Tajikistan. RDF\u2013CIS was organized by the International Telecommunication Union\u00a0(ITU)\u00a0and\u00a0hosted by\u00a0the Communication Service under the Government of the Republic of Tajikistan. The Forum was held back-to-back with the 66th<\/sup> meeting of the Regional Commonwealth in the Field of Communications (RCC)\u2019s Board of Ministers and the 33rd<\/sup> Coordination Council of the CIS Member States for Informatization under the RCC, to be held on 29 September 2026.\u00a0<\/p>\n<\/div>\n\n

Under the theme \u2018Universal, meaningful, and affordable connectivity for an inclusive and sustainable digital future\u2019<\/strong>, the Regional Development Forum for CIS Region served as a platform for ITU and its stakeholders, including Member States, Sector Members, Associates and Academia, regional organizations, development partners and financial institutions, to discuss the progress in implementing the newly adopted World Telecommunication Development Conference (WTDC-25)\u2019s regional initiatives for the CIS Region.<\/p>\n<\/div><\/div>\n<\/div><\/div>\n<\/div>\n\n

RDF-CIS featured Partner2Connect matchmaking sessions to match country specific and regional needs with the 100 billion dollars pledges that have so far been announced, and any other new pledges to be announced at the event.<\/p>\n<\/div>\n\n

In this context, the Telecommunication Development Bureau through the Regional Office for CIS Region had invited ITU Member States, Sector Members, and other stakeholders to prepare submissions outlining their priorities, or views on how the Baku Action Plan could be successfully implemented to deliver desired results for the benefit of the region during the period 2026 \u2013 2029.<\/p>\n<\/div>\n\n

Stakeholders focusing on the CIS region were invited to provide their written input by 28 August 2026<\/strong> to: itu-ro-cis@itu.int<\/a>. All submitted Contributions and discussions at the RDF-CIS will be consolidated in the form of the meeting report at the end of the event. The report will inform and guide the ongoing implementation of the Baku Action Plan and in particular the Regional Initiatives.<\/p>\n<\/div>\n\n

RDF\u2013CIS was conducted as a paperless forum. Documents related to this event, including the agenda, presentations, and practical information will be made available on this web page.<\/p>\n<\/div>\n\n
