Co<\/strong>smas Zavazava took office as Director of the\u200b\u00a0<\/strong>Telecommunication Development Bureau (BDT)\u00a0<\/strong>at the International Te\u200blecommunication Union (ITU) on 1 January 2023.
\r\n<\/strong>
\r\nWith more than 30 years in telecommunications, including over 20 years in ITU’s Development Sector, Dr Zavazava has promoted and implemented impactful information and communication technology projects around the world.
\r\n
\r\nPrior to his election as BDT Director, he served as ITU’s Chief of Partnerships for Digital Development , overseeing development-related projects, strategic partnerships, and resource mobilization between 2019 and 2022, while launching new initiatives that have boosted the engagement of industry, private-sector and academia members in ITU’s work.
\r\n
\r\nPreviously, as ITU’s Chief of Projects and Initiatives, he oversaw development projects focused on gender, youth, and people with special needs, along with capacity building, emergency telecommunications, climate change mitigation and adaptation, and e-waste management.
\r\n


\r\n
\r\nEarlier, Dr Zavazava headed the Republic of Zimbabwe’s Government Telecommunications Agency and served as a senio\u200br diplomat. He also taught MBA classes at the UK’s Nottingham Trent University.
\r\n
\r\nThroughout his career, he has focused on closing the digital and skills divide and accelerating digital transformation to achieve socio-economic development for all.
\r\n
\r\nDr Zavazava holds a PhD in Multilateral Trade from Business School Lausanne (Switzerland), and a Master of Laws degree in Telecommunications and Information Technology from the University of Strathclyde (UK), as well as a Master’s in International Relations from Webster University (US), and an MBA from the University of Zimbabwe. He also holds a Bachelor’s in Business Administration and diplomas in Telecommunications and Systems Engineering.

Mr Petros Galides<\/p><\/div>

Petros Galides is the Deputy Commissioner of the Cyprus Regulatory Authority for Electronic Communications and Postal Services and the Digital Security Authority. He also serves as the EMERG Chair for 2024.
\r\n
\r\nHe holds a B.Sc. in Economics from the London School of Economics and Political Science and an MBA from the London Business School. Petros has extensive experience in the postal, electronic communications, and cybersecurity regulation sectors, as well as in both the service and manufacturing sectors. He has served on several company boards, performed consulting work in Cyprus and the UK, co-authored pioneering published papers, and held key positions in private, public, and international companies before being appointed Deputy Commissioner in 2013.<\/div><\/div><\/div><\/div><\/div><\/div>

H.E. Mr Slavisa Antic<\/p><\/div>

Slavi\u0161a Anti\u0107 holds the title of Professional Master \u2013 Specialist in Economic Sciences. He has over 25 years of professional experience gained at the Public Enterprise for PTT Traffic \u201cSerbia\u201d and \u201cTelekom Srbija AD,\u201d where he held managerial positions for more than 15 years.
\r\n
\r\nFor eight years, he served as Assistant Director of the Office for IT and eGovernment, in charge of General Affairs, Finance, and HR, where his responsibilities included communication with telecom operators and monitoring projects such as the construction of the State Data Center and the Innovation District.
\r\n
\r\nAt Telekom Srbija, he managed departments responsible for business clients, investment construction, and digital content sales, overseeing cooperation with state institutions, public enterprises, and major investors, as well as the development of ICT infrastructure and mobile payment services (mPayment, mParking, mMembership, mReceipt, video streaming).
\r\n
\r\nBy decree of the President of the Republic of Serbia, he was awarded the Order of Labour. He is married, a proud father of two daughters and one son, and speaks English.

Dr Milan Radulovic<\/p><\/div>

Dr Milan B. Radulovi\u0107 was born in Nik\u0161i\u0107, Montenegro. He received his B.Sc. (study program: Electronics) and M.Sc. (study program: Robotics and Artificial Intelligence) in Electrical Engineering from the University of Montenegro, Montenegro. He received his Ph.D. (research field: Computer Architecture) in Electrical Engineering from the University of Belgrade, Serbia.
\r\n
\r\nHe was previously with the University of Montenegro, for over a decade where he was involved both in teaching process and many research and development projects (robotics and artificial intelligence, electronics, telecommunications, computer networks, software development, database, and real-time control systems) at the Faculty of Electrical Engineering and University Computer Centre. Also, he was with the University Mediterranean, Montenegro, as a part-time assistant at the Faculty of Information Technology and Faculty of Economics and Business.
\r\n
\r\nHe was with Crnogorski Telekom A.D. (member of Deutsche Telekom Group) and Ericsson AB Stockholm Montenegro, for almost two decades, working as RAN\/CORE engineer and Voice CORE team leader, respectively. He was involved in operation and maintenance, and development of radio and switching systems for the fixed and mobile network for two national operators, Crnogorski Telekom and m:tel.
\r\n
\r\nHe was included in several research projects as Visiting Research Fellow at the Universities abroad such as University of Warwick (UK), University of Granada (Spain), University of Siena (Italy), and EPFL (Switzerland). His current research interests are mainly in electronics, telecommunications, robotics and artificial intelligence, computer architecture (especially chip multiprocessor systems with thread-level speculation support), coherence and speculation protocols, transactional memory, compilers, parallel programming, and real-time system control. In these areas, he published papers in international scientific journals, books, and proceedings of international and domestic conferences. He is the member of HiPEAC (European Network of Excellence on High Performance and Embedded Architecture and Compilation) group.
\r\n
\r\nFor the results achieved during his education, work career and scientific research activities, he received several awards from educational institutions, then, from the Municipality of Nik\u0161i\u0107, and from the companies he worked with, as well as from domestic and international scientific research institutions and organizations.
\r\n
\r\nOn April 18, 2024, he was appointed President of the Council of the Agency for Electronic Communications and Postal Services.
\r\n
\r\nOn October 2 and 3, 2025, he was appointed as BEREC Vice-Chair 2026 and IRG Vice-Chair 2026, respectively
\r\n
\r\nHe has active knowledge of English, Italian and Spanish, and passive from German and Greek languages.<\/div><\/div><\/div><\/div><\/div><\/div>

Mr Janis Karklins<\/p><\/div>

Ambassador Janis Karklins joined ICANN as Head of Government and IGO Engagement in October 2025 after a long and distinguished career in the Latvian diplomatic service that spanned three decades. Among his notable achievements, Janis served as Latvian Permanent Representative to the United Nations at Geneva, Permanent Representative of Latvia to the Council of Europe, and Latvian Ambassador to France, Andorra, Monaco, and UNESCO. Janis also served as the Assistant Director General of Communication and Information of UNESCO and was founding Director of the NATO Center of Excellence for Strategic Communications.
\r\n
\r\nJanis holds an engineering degree from the Riga Technical University and attended an Executive Education Program for Eastern European diplomats at the Hoover Institute at Stanford University.<\/div><\/div><\/div><\/div><\/div><\/div><\/div>\n\n

The ITU Regional Development Forum 2026 for Europe (RDF-EUR) took place on 24 March 2026 in Prague, Czech Republic,  followed by the CEPT Committee for ITU Policies (Com-ITU) meeting from 25 to 27 March 2026. The forum was held in a hybrid format.<\/p>\n<\/div>\n\n

RDF-EUR was organized in close collaboration with the European Conference of Postal and Telecommunication Administrations (CEPT) and was hosted by the Ministry of Industry and Trade of the Czech Republic.<\/p>\n<\/div>\n\n

The annual Regional Development Forum for Europe provides an opportunity for an exchange of views between ITU and decision-makers of ITU Member States and Sector Members, as well as other stakeholders in the Europe region. It serves as a platform for assessing strategic orientations that may have an impact on ITU\u2019s regional work plan.<\/p>\n<\/div>\n\n

RDF-EUR reported on the outcomes and implementation of the World Telecommunication Development Conference (WTDC-25) held in Baku, Republic of Azerbaijan, in November 2025. Emphasis was given to the five Regional Initiatives for Europe approved by the WTDC-25. All stakeholders had the opportunity to discuss implementation plans, announce financial and in-kind commitments towards ongoing and future work, and exchange experiences and good practices. In addition, RDF-EUR provided an opportunity to match specific countries\u2019 and\/or regional needs with potential stakeholders\u2019 interests in supporting digital development, following the Partner2Connect Digital Coalition.<\/p>\n<\/div>\n\n

In this context, ahead of the RDF, the ITU Office for Europe launched a Regional Consultation to contribute to ITU\u2019s activities at the regional level and to reflect the strategic needs of the region during the implementation period (2026\u20132029).<\/p>\n<\/div>\n\n

Stakeholders contributing to the implementation of the Baku Action Plan at the regional level, in particular to ITU Regional Initiatives for Europe, were invited to provide their written input, using the Contributions Template<\/a>.<\/p>\n<\/div>\n\n

\n

The responses to the consultation were aggregated and consolidated into a 2026-2029 Regional Roadmap for the implementation of the ITU Regional Initiatives for Europe<\/a> and were shared with the Membership and presented for discussion at the RDF. All submitted proposals will be used as the basis for further coordination at the ITU level.<\/p>\n<\/div>\n\n

RDF-EUR also addressed, from a regional perspective, the results-based management approach applied for all actions carried out in the region as well as activities related to ITU Study Groups, Membership, Partnerships, and the ITU Academy Training Centres, as well as regional contributions to the implementation of the World Summit on Information Society (WSIS) Action Lines and United Nations 2030 Agenda for Sustainable Development. It also offered an opportunity to discuss ITU\u2019s role in the UN system and its contribution at the regional and country levels to foster digital development. Finally, the forum took into consideration the regional activities planned by Telecommunication Standardization and Radiocommunication Bureaux, as well as the General Secretariat at the regional level.<\/p>\n<\/div>\n\n
