

Mr Dayn Amade
Dayn Amade, is a 45 year-old creator of Tablet Comunitário rebranded as SST – Seamless Service Terminal, an ESG interactive technological infrastructure on Wheels for E government Mobility solutions in promotion of decentralisation.
Built and Use cases took place in Southern Africa region addressing all Digital Divide challenged countries with a clear objective to overcome lacking infrastructure and Electricity and increase digital literacy and capacity Building in rural communities promoting auto sustainability.
Since 2015, this platform has reached around 2.000.000 people in rural Mozambique, in various programmes related mainly to E- Education and E Health making it possible delivery of basic service needs and capacity building inclusive to people with disabilities, such as auditory processing disorders and visual impairment in partnership with Governmental and Non-Governmental Organizations.
In 2020, a cold chain compartment was introduced in the Tablet Comunitário to fully engage in vaccination programs in a “all in one model” (awareness campaigns, digital citizenship data base registrations, online medical consultations, management and logistic of vaccines which is still in its experimental phase).
Engagment in World Digital Transformation, within Circular Economy is the focus, reaching the disadvantage communities and leave no one behind in the quest for improvement of E Government Mobility which includes Administrative services of public interest, also digital literacy, rural accessibility and capacity Building .
Other models, thinking in communities divided by islands are already designed and projected “The amphibious model”. It is also successfully registered in Intellectual Property office, and this reality will be soon true by building the first prototype.
Dayn is also an author of a Published Technical Report in ITU – International Telecommunication Union, an UN agency, and a Co Author in a Published paper in ICEGOV – International Conference on theory and Practise of Electronic Governance
The Goal it is to build ESG Interactive Villages from recyclable waste(plastic and carboard) raw materials, to net zero around the world, making a Greener and a more Digital inclusive Planet.

For over 30 years, Bocar BA has been delivering impact in the Telecom/ICT industry of the MEA region, facilitating collaboration among private-sector and government sector entities in the pursuit of digitization and socio-economic conducive policies. BA’s professional engagement is recognized in industry-wide advocacy activities, especially toward promoting investment sustainability in the private sector of the Middle East. His innate people-centric approach has mobilized multiple consensus-building platforms, cross-regional stakeholders, and issue-specific advocacy on important sector-development challenges. He is collaborating with leading platforms and global telecommunications development institutions, including the ITU, UN Broadband Commission, the World Bank (WB), and World Economic Forum (WEF), among others, as an objective-minded representative of the private sector and as an advocate of effective policy-making and future-friendly regulation, which are crucial for fulfilling the Sustainable Development Goals (SDGs) that all nations across the globe have agreed to in the larger interest of their socio-economic development needs. BA is a principal advisor to various business, investment, and regulatory entities and assists governments in addressing matters relating to digital infrastructure investment, innovation catalysts, sustainable digital economy, job-creation, and citizen-centric public-sector delivery through the use of ICTs. Bocar BA has chaired consensus-building and contributed to the development of recommendations for leaders worldwide to help accelerate digital infrastructure development and digitalization.


Dr Eun-Ju Kim
Dr. Eun-Ju Kim is currently Chief of Digital Knowledge Hub Department, Telecommunication Development Bureau (BDT) at ITU, where she serves ITU memberships for thematic programs such as capacity and digital skills development to strengthen capacities and bridge digital skills gaps, ICT data and analytics to ensure ITU’s global leadership as the main source of ICT data, and creating enabling legal, policy, regulatory and market environments conducive to the digital transformation as well as the neutral contribution-driven ITU-D Study Groups through various platforms, services and products in close coordination and partnership with multi-stakeholders, which aim to contribute to achieving ITU Vision – i.e., connect the unconnected – and UN SDGs – i.e., no one left behind – for ALL at inclusive digital society.
She holds MA from the Seoul National University (R.O. Korea), MA and PhD from the City, University of London (UK), and Executive Program at the Harvard Kennedy School (USA). As a social scientist, she has published numerous books and articles relating to interdependent international relations and organizations, and evolving digital technologies with socio-economic impacts of policies, regulations and strategies; executed various hands-on projects; and led to organize and chair numerous conferences for inclusive and sustainable development.



Mr Dominic McDonald
Dominic McDonald is Chief Executive and co-founder of ULAP Networks, an intelligent solutions provider that helps enterprises with transformative approaches to the cloud. Establishing his career in Sydney, Dominic has served over 19 years as director and CTO in leading digital communication companies such as Sitel and Telstrat.
With an expertise in CX, AI and intelligent digital communications strategies, he is currently leading ULAP Networks to bring digital transformation technologies in highly competitive, emerging markets of APAC and beyond.


Ms Caroline Mutepfa
Caroline Mutepfa is Microsoft’s Director of Skills for Social Impact for the Central Europe, Middle East and Africa region. She leads Microsoft’s efforts to democratize AI access through skilling individuals, communities and organisations. Her role includes partnering with Governments, Industry bodies, Education institutions and Non-Profit Organisations. Currently, she leads the roll out of the AI Skilling Initiative with an ambitious goal to bring AI skills to 4million people across the region by 2026.
Before joining Microsoft, she was a part of the African Union’s Development Agency, NEPAD, serving as a Senior Programme Officer on Skills and Capacity Building of TVET and Higher Education. She led the design, domestication and implementation of pan-African policies to strengthen vocational education and skilling across the African continent. Advising several African Union member states, and governments working with Ministers and high ranking officials on developing labour-market driven skills and training agenda’s, and modernizing the approach to skilling across the African continent.
Caroline, has also worked in the International Development arena for over 14 years, contributing to the growth and development of the agriculture and education landscape in over 20 African countries. She previously worked for GIZ (German Development Cooperation) and USAID and has co-authored chapters in two publications on vocational education and skilling in Africa. Originally from Zimbabwe, she holds a Bachelor’s degree in Agronomy from Midlands State University in Zimbabwe and a Masters in Business Administration from Regenesys Business School, South Africa. She is passionate about equality and believes that transforming our word can only truly begin when women and youth have a seat at the decision-making table.


Mr Mathieu Rama
Master’s degree in environmental law – is a Senior Programme Manager at ECOS (Environmental Coalition on Standards), where he contributes to ecodesign regulatory and standardisation activities, and supports a number of EU projects, all with a focus on product policies for long-lasting, repairable and, overall, circular electronics.
Prior to that, he worked as a policy officer for RREUSE (Re-use and Recycling European Union Social Enterprises), focusing on waste management and product policies that prolong the lifetime of products through re-use.


Mr Guy Tamir
Guy Tamir is a Technology Evangelist at Intel. His expertise spans artificial intelligence, image and video processing, and parallel, heterogeneous computing. Guy is an active YouTuber, public speaker, and content creator. Guy holds an MBA and an M.Sc.
