Mina Seonmin Jun
Ms. Mina Seonmin Jun is a Senior Policy Advisor in the International Cooperation Research Division at the Korea Information Society Development Institute (KISDI). She holds a master’s degree in Global Business Management and has over fifteen years of experience working on international telecommunications policy issues, particularly in relation to the International Telecommunication Union (ITU) and the Asia-Pacific Telecommunity (APT).
Ms. Jun currently serves as Vice-Chair of the Telecommunication Development Advisory Group (TDAG) representing the Asia-Pacific region. She has previously served as Vice-Chair of ITU-D Study Group 2, Vice-Chair of the Council Working Group on WSIS & SDGs, and Co-Rapporteur for Question 7/1 of ITU-D Study Group 1. She has demonstrated strong leadership and procedural expertise as Chair of Committee 5 at the 2022 ITU Plenipotentiary Conference (PP-22) and as Chair of the Working Group of the Plenary (WGPL) at the 2022 World Telecommunication Development Conference (WTDC-22). These roles highlighted her ability to manage complex negotiations, facilitate consensus across diverse Member States, and uphold the integrity of conference procedures.
Ms. Jun has also contributed extensively to APT activities. She served as Vice-Chair in the APT Preparatory Groups for WTDC-25. Prior to this, she consistently played active roles, including as a member of the bureau, in the APT Preparatory Groups for previous WTDCs and Plenipotentiary Conferences.
In addition, she has made significant contributions to policy and legal discussions within APT, serving as Chair of the Working Group of the Management Committee on APT Legal Instruments and as Vice-Chair of the APT Policy and Regulatory Forum from 2016 to 2021.
Ms. Jun has been actively involved in ITU activities, advocating for broader inclusion of domestic stakeholders, including Sector Members and academia, and promoting gender equality through increased participation of women in ITU work.

Caecilia Nyamutswa
Caecilia Nyamutswa is a Coordinator and Champion for Africa Network of Women (NoW) in ITU-D.
Ms. Nyamutswa is a lawyer. She works as the Director for Legal Services by the Postal and Telecommunications Regulatory Authority of Zimbabwe. She has vast experience in the practice of banking law and ICT law, having practiced law for 10 years and worked for large international and Zimbabwean financial institutions. She is the current Vice Chair for Africa, for the Telecommunication Development Advisory Group (TDAG). She has previously served as Vice Chair for Africa, for the World Telecommunication Development Conference (WTDC) Inter-regional Preparatory Meetings. She chairs the African Telecommunications Union Ad Hoc Working Group on the ITU-Development Sector’s contribution to the ITU Strategic and Operational Plans.
Caecilia has also contributed as Co-Rapporteur for ITU -D Study Group 1 question 5/1, on Telecommunications/ICTs for Rural and Remote areas, for the 1018 to 2021 Study Period, which saw the publication by ITU of a comprehensive study paper prepared by the Rapporteur Group, on broadband development and connectivity solutions for rural and remote areas and the release of the final Report of the Question. The Report has critical information useful for bridging the Gender Digital Divide. She is also the Zimbabwe focal point for matters relating to TDAG, WSIS and WTDC and was Africa’s focal point on the International Telecommunications Regulations at the Plenipotentiary Conference in 2018.
Having coordinated the participation of Zimbabwean women in the ITU-D cybersecurity mentorship programme, her vision is to see a world where subject to addressing of historical gender differences and imbalances, employment of women in key ICT positions is gender blind.

Rosine Elvira Nsabiyumva
Rosine NSABIYUMVA is a leading figure in Burundi’s digital transformation. An industrial engineer in computer science with 17 years of experience in telecommunications, she currently serves as Advisor to the Digital Economy Program at the Ministry of Finance, Budget and Digital Economy. An architect of sectoral policies and strategies, she previously led the Directorate of ICT Planning and Policies with a clear vision: to make technology a driver of socio-economic growth.
She represents Burundi on the Board of the African Telecommunications Union (ATU) and is also a strong advocate for digital inclusion, serving as the national focal point for the Africa Girls Can Code Initiative (AGCCI).

Noha Gaafar
Noha Gaafar, currently Executive Director of International Policies at the National Telecom Regulatory Authority (NTRA) of Egypt, has around 25 years of experience in the telecom regulatory field.
She worked among different domains, since she has joined NTRA in 2002. She has gained good experience in the International domain of telecommunications through her work at the International Relations Department of NTRA for over 15 years.
As an expert at the Strategic Planning Sector, Noha drafted NTRA plan to become a fifth generation regulator (G5) according to the ITU regulatory Indexing.
She also served as Regional Cooperation Senior Manager starting 2014; managing cooperation activities with NTRA counterparts. In that capacity, Noha participated in the hosting and organization of two of the most important international events of telecommunications, GSR-16 and WRC-19, in 2016 and 2019 respectively, in addition to some other regional events. In 2010, she was assigned following up on NTRA development projects with the UNDP. Besides, she was in charge of managing a Twinning Project between NTRA, and the Italian and German regulators, launched under the European Commission Aid Programme. Prior to that she was assigned the file of Internet Governance in 2008; focusing on analyzing Internet political issues discussed within ICANN. She organized two Internet Governance workshops in cooperation with Diplo Foundation for NTRA experts in preparation for hosting IGF in 2010.
Before that, Noha had had worked in the Technical Affairs department for four years, where she participated in various international activities in relation to the ITU, and its Arab Regional Office, and followed up on NTRA regional activities in different entities such as ATU, COMESA, and ARICEA. Moreover, she witnessed the establishment of the Arab Regulators Network (AREGNET), after which she was appointed as NTRA focal point for some of the network projects in 2005. Hence, Noha has proficiency in organizing international and regional events, in addition to project management, and negotiation skills.
Noha holds a B.Sc. degree in Political Science from the Faculty of Economics and Political Science, Cairo University, since 2000.

Ke Wang
Ms. Ke Wang is Deputy Chief Engineer at the Institute of Industry and Planning Research of the China Academy of Information and Communications Technology (CAICT). She currently serves as Vice-Chair of the Telecommunication Development Advisory Group (TDAG) representing the Asia-Pacific region. In her role at CAICT, she has led and contributed to numerous research, planning, and policy initiatives related to ICT development, emergency communications, universal service obligations (USO), broadband expansion, and international cooperation projects.
With more than 16 years of experience in international cooperation, Ms. Wang has been actively engaged in global and regional telecommunications policy processes. She has participated extensively in ITU and APT activities, including ITU-T and ITU-D meetings, TDAG sessions, the World Telecommunication Development Conference (WTDC), and APT preparatory meetings for WTDC.
She previously served as Vice-Chair of ITU-D Study Group 2 (2015–2018 and 2018–2022) and has contributed to several ITU initiatives and coordination mechanisms. Her roles have included Vice-Chair of the TDAG Working Group on the Declaration (TDAG-WG-DEC), Coordinator of the TDAG Global Youth Summit Informal Coordination Group (TDAG-ICG-GYS), Board Member of the Network of Women (NoW), and Manager of the ITU-CAICT Acceleration Center.
Ms. Wang holds Bachelor’s and Master’s degrees in Communication Engineering from the Beijing University of Posts and Telecommunications.

Sahiba Mazahir Hasanova
Sahiba Mazahir Hasanova was born in Kalbajar district of the Republic of Azerbaijan.
She received bachelor’s degree in the faculty of Telecommunication and radiocommunication and did master’s degree in Radiotechnology and Communication from the Azerbaijan Technical University.
She worked as a chief laboratory assistant, head of laboratory and lecturer at the Azerbaijan Technical University.
She also worked for Radio Television Broadcasting and Satellite Communication Production Unit.
She is an Expert in Satellite frequency coordination at the Ministry of Digital Development and Transport of the Republic of Azerbaijan.
She is a highly qualified expert in spectrum management, as well as satellite and terrestrial services with solid academic background on radiocommunication.
She participates in the ITU meetings and satellite coordination meetings as the representative of the Azerbaijan Communication Administration. She is a Jury member of the Generation Connect Young Leadership Programme (GCYLP) of ITU in partnership with Huawei.
Sahiba Hasanova was vice-chairperson of ITU-R Study Group 4 (Satellite Services) and vice chair of the working group of WTDC-17 Plenary and WTDC-22 Plenary.
She is a member of the Frequency working Party of ITSO.
She was elected to the Radio Regulations Board in PP-18 for 2019-2022 years and was also re-elected RRB member in PP-22 for 2023-2026 years.
Currently she is a Board’s vice-chair and chair of its working group for RRB Rules of Procedures.
She is the first female RRB member from Region C (Eastern Europe and Northern Asia) of the ITU.
She participated at ITU Council, WTDC, WRC, RA, RCC and CEPT conferences and other high-level meetings and summits on behalf of the Azerbaijan Communications Administration. She has also participated in the Women’s Leadership Workshop on Empowering Women in Radiocommunications Negotiations during WRC-15.
Sahiba Hasanova was awarded Taraggi Medal (Medal of Progress) by President of the Republic of Azerbaijan for special contributions in the sphere of telecommunications in Azerbaijan and 2 honorary certificate by MTCHT.
She has also been awarded Medal by Regional Commonwealth in the Field of Communications (RCC) for her work for RCC region.
She was awarded Azerbaijani Women Award Diploma (AWITA) on Recognising the outstanding innovation achieved by women in the industry in Azerbaijan by Femmes Digitales.
She is engaged in scientific activities and has 9 published scientific articles and 2 tutorials.
Sahiba is a member of the Network of Women in ITU-D Advisory Board representing the CIS region.

Umida Musaeva
Umida Rakhmatdjanovna Musayeva was born on February 1, 1975, in Tashkent, Uzbekistan. She holds a degree in Telecommunication Engineering from the Tashkent University of Information Technologies named after Muhammad al-Khwarizmi (1996) and a Management degree from the Uzbek-Japanese Center (2007).
With more than 28 years of professional experience, she has held senior positions in the Agency of Communications and Informatization, the State Committee of Communications, and the Ministry for Development of Information Technologies and Communications. Since 2020, she has served as Head of the International Department, where she leads Uzbekistan’s cooperation with the International Telecommunication Union (ITU), the Regional Commonwealth in the Field of Communications (RCC), the Universal Postal Union (UPU), and other international organizations.
She has led Uzbekistan’s participation in numerous international initiatives, including the establishment of ICT training centers, the promotion of inclusive digital access for women, youth, and persons with disabilities, and the development of ICT infrastructure in rural areas. Ms. Musayeva implements these projects in close cooperation with several international organizations, such as ITU, JICA, and KOICA, and with partners worldwide. She has also served as Vice-Chair of several committees at ITU events and has actively represented Uzbekistan at major global and regional ICT conferences and forums. She currently serves as Vice-Chair of ITU-D Study Group 1 representing the CIS region.
Ms. Musayeva is fluent in Uzbek, Russian, and English, with working knowledge of French and basic proficiency in German.

Madalina Clapon
With more than two decades of experience in international relations, Ms. Mădălina Clapon serves as an expert in the International Relations Division of the National Authority for Management and Regulation in Communications of Romania (ANCOM). In this role, she contributes to the development and promotion of Romania’s positions within the global regulatory environment for electronic communications and postal services.
She has extensive international experience in both the electronic communications and postal sectors, representing Romania in major international organizations and forums, including the International Telecommunication Union (ITU), the European Conference of Postal and Telecommunications Administrations (CEPT), the Francophone Telecommunications Regulators’ Network (FRATEL), and the Universal Postal Union (UPU).
Throughout her career, Ms. Clapon has played an active role in organizing major international events hosted by ANCOM, contributing to initiatives such as ANCOM international conferences, ministerial meetings, memoranda of understanding, plenary sessions, and specialized forums. She has also delivered presentations and moderated sessions at international events organized by institutions such as FRATEL and ITU.
In 2019, she coordinated the organization of the FRATEL Plenary Meeting held in Bucharest. In 2022, she was part of the team responsible for organizing the ITU Plenipotentiary Conference (PP-22), also hosted in Bucharest. In this context, she coordinated the Ministerial Roundtable held on 25 September 2022, which concluded with the adoption of the Bucharest Declaration on “Building a Better Digital Future for All,” a ten-point call to action aimed at accelerating digital transformation and promoting inclusive digital development.
Since October 2023, she has served as Vice-Chair of the ITU Telecommunication Development Sector (ITU-D) Study Group 2, representing the Europe region. In this capacity, she actively contributes to the group’s work by presenting reports, submitting contributions, moderating informal sessions, and participating in policy discussions during meetings. In November 2025, during the World Telecommunication Development Conference (WTDC-25), she was re-elected to the same position for the 2026–2029 study cycle. At WTDC-25, she also served as Coordinator for the Europe region on user needs and as Vice-Chair of the Working Group of the Plenary (WGPL) for the Europe region.
Ms. Clapon holds a Master’s degree in Communication and Public Relations from the Faculty of Communication and Public Relations at the National School of Political and Administrative Studies (SNSPA). She also completed specialized training on “Understanding the Decision-Making Process in the European Union: Principles, Procedures, Practices” at the European Institute of Public Administration (EIPA) in Maastricht, the Netherlands, as well as a training course on “Negotiations at European Level” organized by the National Institute of Administration.
She holds a Bachelor’s degree in Administrative Sciences from the College of Administration at the University of Bucharest (2000) and is also a graduate of the Faculty of Foreign Languages and Literatures (English–French) at Spiru Haret University (2001).

Nataša Kuzmanović
Ms. Kuzmanović is Head of International Relations at the Communications Regulatory Agency of Bosnia and Herzegovina. In this role, she oversees the Agency’s international cooperation and engagement with organizations such as the International Telecommunication Union (ITU), the Body of European Regulators for Electronic Communications (BEREC), the European Mediterranean Regulators Group (EMERG), and others, supporting the implementation of international recommendations and standards at the national level. She has extensive experience in regulatory policy and the adoption of digital technologies in the electronic communications and broadcasting sectors.
She serves as the ITU Focal Point for the Agency and is actively engaged in the work of the International Telecommunication Union Development Sector (ITU-D). During the 2022–2025 study period, she served as Vice-Rapporteur for ITU-D Study Group 1 Question 1/1 “Strategies and policies for the deployment of broadband in developing countries” and Question 2/1 “Strategies, policies, regulations and methods of migration to and adoption of digital technologies for broadcasting, including to provide new services for various environments.” In this role, she contributed to the development of reports, workshops, and capacity-building activities related to broadband deployment and digital broadcasting technologies. She also represented the Agency at the World Telecommunication Development Conference 2025 (WTDC-25).
In parallel, Ms. Kuzmanović represents the Agency in the Contact Network of the Body of European Regulators for Electronic Communications (BEREC) and is a member of the Permanent Secretariat of the European Mediterranean Regulators Group (EMERG), where she co-chaired the Working Group on Digital Markets Regulation and is contributing to work on emerging technologies and digital markets.
Through these roles, she works to strengthen international regulatory cooperation and advance policies that support digital connectivity, broadcasting innovation, and the development of ICT services.

Patricia Candia
Patricia Candia serves as Head of the Management Unit in the Telecommunications Services Department at the National Telecommunications Commission (CONATEL) of Paraguay, where she has been working since 2009. She holds degrees in Computer Engineering and Law, complemented by postgraduate studies in Strategic Management in Telecommunications and Public Governance and Management. This multidisciplinary background enables her to integrate technical, legal, and managerial perspectives in the regulatory field of telecommunications.
In her current role, she is responsible for managing information related to telecommunications licenses, determining and updating regulated tariffs, and providing technical support in administrative processes related to the provision and supervision of telecommunications services.
Her professional experience includes analysing compliance with regulatory obligations, preparing technical and regulatory reports, and supporting the development of technical regulations. She has also contributed to initiatives aimed at improving internal processes, with the goal of ensuring efficiency, regulatory consistency, and proper traceability of administrative and technical information.
In parallel, she maintains a strong commitment to promoting gender equality in the ICT sector, actively participating in the CONATEL Women’s Network and supporting initiatives that strengthen the presence of women in technical and decision-making roles. As Regional Representative for the Americas to the Network of Women in the ITU-D Advisory Board, she seeks to contribute to strengthening regional and global collaboration efforts aimed at promoting capacity development, institutional cooperation, and reducing gender gaps in telecommunications and the digital society.

Michelle Grell Bereaux
Michelle Grell Bereaux brings more than two decades of experience in ICT policy, telecommunications reform, digital transformation, and multistakeholder coordination in the Caribbean. She brings a multidisciplinary approach to leadership, anchored in technical expertise, policy insight, and a passion for empowering others. Her career has been guided by a simple conviction: that people-centred digital development can transform lives, particularly in small island developing states.
She currently serves as International Relations Advisor at the Utilities Regulation and Competition Authority (URCA) in The Bahamas, where she leads the organization’s engagement in regional and global ICT development processes. She is also responsible for developing a strategic and coordinated approach to URCA’s international representation and participation, ensuring that The Bahamas’ perspectives are effectively reflected in global ICT fora. Her work also reflects a strong commitment to amplifying The Bahamas’ and the wider Caribbean’s voices in international ICT decision-making and expanding opportunities for women and young professionals to lead.
Previously, as Policy and Delivery Consultant with the Government of The Bahamas’ Digital Transformation Unit, Michelle led the development of the national digital ID strategy, roadmap, and stakeholder engagement framework, and coordinated ICT strategy and digital skills initiatives under an IDB-funded programme. As part of her professional development, she also participated in the Women in GovTech Challenge 2023–24, where her team’s prototype was selected as one of the top three and featured at WSIS+20 in 2024.
Michelle has contributed to major national reform efforts throughout her career. With the Economic Development Planning Unit, she supported the development of The Bahamas’ National Development Plan and early warning emergency communications initiatives. She played a pivotal advisory and coordination role on the Cellular Liberalization Task Force, helping open The Bahamas’ mobile market to competition. Her experience in the Caribbean includes serving as Senior Manager for Policy, Pricing, and Research at the Telecommunications Authority of Trinidad and Tobago, where she led strategic planning, regulatory development, and market reporting during a period of significant sector growth.
A former visiting faculty member of the PURC/World Bank International Training Program and a certified project manager, Michelle holds degrees in Electrical and Computer Engineering, Communication Systems, and Telecommunications Policy and Regulation.
Representing the Americas region on the Network of Women in ITU-D Advisory Board, she is dedicated to advancing inclusion and strengthening professional development pathways for women and girls pursuing careers in the ICT and digital development sectors.
