Tomas Lamanauskas is Deputy Secretary-General of the International Telecommunication Union, elected at the ITU Plenipotentiary Conference of 2022, and in office since January 2023.\n\nHe has over 25 years of experience in telecommunications and digital policy, regulation, and strategy, holding executive-level positions in agencies, companies, and organizations across Europe, the Middle East, the Caribbean, and the Pacific.\n\nAs Deputy Secretary-General, Tomas focuses on <strong>ITU\u2019s<\/strong> <strong>financial sustainability and operational excellence<\/strong>. He also promotes investments into digital infrastructure and resilience through the <strong>Digital Infrastructure Investment Initiative and International Advisory Body on Submarine Cable Resilience,<\/strong> and leads efforts to raise the digital industry\u2019s ambition in fighting the climate crisis through the <strong>Green Digital Action<\/strong> initiative. Additionally, Tomas contributes to the global efforts to harness the opportunities and mitigate challenges of new technologies, in particular Artificial Intelligence, serving as a <strong>co-chair of the<\/strong> <strong>United Nations Inter-Agency Working Group on AI<\/strong>. Furthermore, he serves as<strong> Chair of the Management Committee of the United Nations International Computing Centre (UNICC)<\/strong> \u2013 a key shared platform for the delivery of infrastructure and services across the UN system. Tomas is also playing a key role in ensuring ITU\u2019s support to other UN-wide development and governance efforts, including through the <strong>World Summit of the Information Society process<\/strong> and membership at the <strong>Operational Steering Committee of the UN Joint SDG Fund<\/strong>.\n\nTomas holds Master\u2019s degrees in Public Administration (Harvard), Leadership and Strategy (London Business School), Telecommunications Regulation and Policy (The University of the West Indies), and Law (Vilnius University).<\/div><\/div>

Chen Shanzhi, Professor-level Senior Engineer \/ Ph.D. Supervisor, IEEE Fellow, and recipient of the National Science Fund for Distinguished Young Scholars. He currently serves as EVP R&D and CTO of China Information Communication Technologies Group Corporation (CICT), Director of the State Key Laboratory of Wireless Mobile Communications, Director of the National Engineering Research Center for Mobile Communications and Internet of Vehicles, and Director of SMIC.\n\nDr. Chen Shanzhi is one of the leading technologists in China's broadband mobile communications field, the pioneer of Cellular Vehicle-to-Everything (C-V2X) technology and international standards, the proponent of the "5G-system-compatible, 6G-system-converged" satellite-terrestrial integration technology roadmap, and the trailblazer of 5G Non-Terrestrial Network (NTN) technology and international standards. He has nearly 30 years of experience in breakthroughs of core communication technologies, international standardization, and product development.\n\nHe has been honored with the Special Prize, First Prize, and Second Prize of the State Scientific and Technological Progress Award, the Second Prize of the State Technological Invention Award, the Ho Leung Ho Lee Foundation Prize for Scientific and Technological Innovation, the Guanghua Engineering Science and Technology Award, the Second National Award for Innovation and Competition, the Fifth Outstanding Engineer Award, and the IEEE HITC Industry Impact Award, among others. He has been selected as a Highly Cited Chinese Researcher by Elsevier for five consecutive years and has been listed among the World's Top 2% Scientists for six consecutive years.<\/div><\/div>
