He also promotes investments into digital infrastructure and resilience through the &lt;strong&gt;Digital Infrastructure Investment Initiative and International Advisory Body on Submarine Cable Resilience,&lt;\/strong&gt; and leads efforts to raise the digital industry\u2019s ambition in fighting the climate crisis through the &lt;strong&gt;Green Digital Action&lt;\/strong&gt; initiative. Additionally, Tomas contributes to the global efforts to harness the opportunities and mitigate challenges of new technologies, in particular Artificial Intelligence, serving as a &lt;strong&gt;co-chair of the&lt;\/strong&gt; &lt;strong&gt;United Nations Inter-Agency Working Group on AI&lt;\/strong&gt;. Furthermore, he serves as&lt;strong&gt; Chair of the Management Committee of the United Nations International Computing Centre (UNICC)&lt;\/strong&gt; \u2013 a key shared platform for the delivery of infrastructure and services across the UN system. She has actively advanced bilateral space collaboration with countries including Russia, Pakistan, Indonesia, Malaysia, Argentina, Algeria, Brazil, Peru, and Saudi Arabia, and facilitated the establishment of relevant cooperation mechanisms.\r\n\r\nShe also coordinated several key multilateral cooperation projects, including the BRICS Remote Sensing Satellite Constellation and the International Lunar Research Station (ILRS) project.\r\n\r\nUnder the framework of the United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS), she led the Chinese delegation throughout the consultations on the Guidelines for the Long-Term Sustainability of Outer Space Activities (LTS), and served as Co-Chair of the Action Team on Global Partnership in Space Exploration and Innovation under the UNISPACE+50 framework.\r\n\r\nFurthermore, Dr. Jiang possesses extensive practical experience in space product import and export management in China and has actively promoted the development of domestic space-related regulations and institutional mechanisms.<\/div><\/div><div class=\"br-contact-card mini\" data-jobtitle=\"Chair, ITU-R Study Group 4\" data-title2=\"Scientific Consultant NIC Telecom\" data-company=\"M.I. Krivosheev National Research Centre for Telecommunication (NRCT)<\/p><\/div><div class=\"br-contact-bio\" style=\"display:none;\">Dr Victor Strelets has 40 years\u2019 experience of scientific-research and technical and administrative work in the field of radio-frequency spectrum management. Since 1993, he has participated in the working parties and task groups of the ITU Radiocommunication Sector\u2019s study groups and of the CEPT and RCC. He has taken part in various sets of negotiations and has headed bilateral and multilateral coordination meetings dealing with frequency planning and coordination issues.\r\n\r\nDr Strelets was elected to the Radio Regulations Board at the 2010 ITU Plenipotentiary Conference, serving as the Board\u2019s vice-chairman in 2011 and as its chairman in 2012, including during the Radiocommunication Assembly and the World Radiocommunication Conference. At the 2019 and 2023 Radiocommunication Assembly, Dr Strelets was appointed Chairman of Study Group 4 ITU-R. During his time at the helm of the Board and SG4, Victor Strelets demonstrated such qualities as a far-reaching knowledge of regulatory issues, the ability both to work as part of a team and to lead a team by uniting the members of the Board and SG4 into a single body focused on achieving maximum results by realizing the individual qualities of all team members, the ability to achieve consensus, style=\"display:none;\">Mr. Nobuyuki Kawai has been involved in the engineering and operations of telecommunications services for more than 35 years.\u00a0 He has professional background in fixed and mobile satellite communications, in particular, system engineering, development and frequency sharing studies.\r\n\r\nHe currently serves as Corporate Advisor of Advancing Business Technology Sector of KDDI Corporation.\u00a0 He served as Associate General Manager of Global Network Engineering and Operations Division of KDDI between 2014 and 2022 with his wide experience in oversea telecommunication business and technologies.\u00a0 In addition, he has been leading KDDI\u2019s overall radio spectrum strategy including mobile and satellite communications as well as leading associated ITU-R activities.\u00a0 He was also engaged in roles of government advisory bodies such as the committee to deal with ITU-R affairs under Information and Telecommunication Technical Consultive Committee coordinated by MIC Japan between 2002 and 2022.\u00a0 He worked at Inmarsat HQ for the system engineering of satellite portable phone between 1993 and 1997.\r\n\r\nAs for ITU-R activities, he has been participating in SG 4 (Satellite Services) and its WPs meeting since 2003.\u00a0 He was appointed to Vice Chair of SG 4 between 2012 and 2019.\u00a0 He has been serving as Chair of WP 4C (Mobile Satellite Services) since 2016 up to now.\u00a0 In WRC-19, he contributed to the conference as Chair of Committee 5 which is comprehensively responsible for agenda items related With experience in telecoms, mobile, and satellites, he has advised governments and industry players globally.\r\n\r\nPreviously at Eutelsat OneWeb, Peng shaped licensing frameworks for Low Earth Orbit constellations and satellite regulatory procedures for WRC-23. At GSMA, he led the global campaign optimising spectrum licensing for mobile operators, engaging policymakers and advocating regulatory best practices across developing markets.\r\n\r\nPeng holds a Master&#039;s in Telecommunication from the Swiss Federal Institute of Technology and an Executive MBA from London Business School.
