Tomas Lamanauskas is Deputy Secretary-General of the International Telecommunication Union, elected at the ITU Plenipotentiary Conference of 2022, and in office since January 2023.\n\nHe has over 25 years of experience in telecommunications and digital policy, regulation, and strategy, holding executive-level positions in agencies, companies, and organizations across Europe, the Middle East, the Caribbean, and the Pacific.\n\nAs Deputy Secretary-General, Tomas focuses on <strong>ITU\u2019s<\/strong> <strong>financial sustainability and operational excellence<\/strong>. He also promotes investments into digital infrastructure and resilience through the <strong>Digital Infrastructure Investment Initiative and International Advisory Body on Submarine Cable Resilience,<\/strong> and leads efforts to raise the digital industry\u2019s ambition in fighting the climate crisis through the <strong>Green Digital Action<\/strong> initiative. Additionally, Tomas contributes to the global efforts to harness the opportunities and mitigate challenges of new technologies, in particular Artificial Intelligence, serving as a <strong>co-chair of the<\/strong> <strong>United Nations Inter-Agency Working Group on AI<\/strong>. Furthermore, he serves as<strong> Chair of the Management Committee of the United Nations International Computing Centre (UNICC)<\/strong> \u2013 a key shared platform for the delivery of infrastructure and services across the UN system. Tomas is also playing a key role in ensuring ITU\u2019s support to other UN-wide development and governance efforts, including through the <strong>World Summit of the Information Society process<\/strong> and membership at the <strong>Operational Steering Committee of the UN Joint SDG Fund<\/strong>.\n\nTomas holds Master\u2019s degrees in Public Administration (Harvard), Leadership and Strategy (London Business School), Telecommunications Regulation and Policy (The University of the West Indies), and Law (Vilnius University).<\/div><\/div>

Dr. Jiang Hui, Senior Engineer and Doctor of Economics, has served as Secretary-General of the Asia-Pacific Space Cooperation Organization (APSCO) since 21 February 2025.\r\n\r\nDr. Jiang previously served as Counsellor at the Embassy of the People\u2019s Republic of China in the Russian Federation, concurrently acting as China\u2019s Space Representative to Russia (August 2022 \u2013 February 2025); and as Division Director, Department of International Cooperation, China National Space Administration (CNSA) (February 2011 \u2013 July 2022).\r\n\r\nDr. Jiang has made significant contributions to international space cooperation. She has actively advanced bilateral space collaboration with countries including Russia, Pakistan, Indonesia, Malaysia, Argentina, Algeria, Brazil, Peru, and Saudi Arabia, and facilitated the establishment of relevant cooperation mechanisms.\r\n\r\nShe also coordinated several key multilateral cooperation projects, including the BRICS Remote Sensing Satellite Constellation and the International Lunar Research Station (ILRS) project.\r\n\r\nUnder the framework of the United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS), she led the Chinese delegation throughout the consultations on the Guidelines for the Long-Term Sustainability of Outer Space Activities (LTS), and served as Co-Chair of the Action Team on Global Partnership in Space Exploration and Innovation under the UNISPACE+50 framework.\r\n\r\nFurthermore, Dr. Jiang possesses extensive practical experience in space product import and export management in China and has actively promoted the development of domestic space-related regulations and institutional mechanisms.<\/div><\/div>

Dr Victor Strelets has 40 years\u2019 experience of scientific-research and technical and administrative work in the field of radio-frequency spectrum management. Since 1993, he has participated in the working parties and task groups of the ITU Radiocommunication Sector\u2019s study groups and of the CEPT and RCC. He has taken part in various sets of negotiations and has headed bilateral and multilateral coordination meetings dealing with frequency planning and coordination issues.\r\n\r\nDr Strelets was elected to the Radio Regulations Board at the 2010 ITU Plenipotentiary Conference, serving as the Board\u2019s vice-chairman in 2011 and as its chairman in 2012, including during the Radiocommunication Assembly and the World Radiocommunication Conference. At the 2019 and 2023 Radiocommunication Assembly, Dr Strelets was appointed Chairman of Study Group 4 ITU-R. During his time at the helm of the Board and SG4, Victor Strelets demonstrated such qualities as a far-reaching knowledge of regulatory issues, the ability both to work as part of a team and to lead a team by uniting the members of the Board and SG4 into a single body focused on achieving maximum results by realizing the individual qualities of all team members, the ability to achieve consensus, and the ability to resolve difficult issues in a fair, transparent and independent manner.<\/div><\/div><\/div><\/div><\/div><\/div>\n\n\n\n

Mr. Nobuyuki Kawai has been involved in the engineering and operations of telecommunications services for more than 35 years.\u00a0 He has professional background in fixed and mobile satellite communications, in particular, system engineering, development and frequency sharing studies.\r\n\r\nHe currently serves as Corporate Advisor of Advancing Business Technology Sector of KDDI Corporation.\u00a0 He served as Associate General Manager of Global Network Engineering and Operations Division of KDDI between 2014 and 2022 with his wide experience in oversea telecommunication business and technologies.\u00a0 In addition, he has been leading KDDI\u2019s overall radio spectrum strategy including mobile and satellite communications as well as leading associated ITU-R activities.\u00a0 He was also engaged in roles of government advisory bodies such as the committee to deal with ITU-R affairs under Information and Telecommunication Technical Consultive Committee coordinated by MIC Japan between 2002 and 2022.\u00a0 He worked at Inmarsat HQ for the system engineering of satellite portable phone between 1993 and 1997.\r\n\r\nAs for ITU-R activities, he has been participating in SG 4 (Satellite Services) and its WPs meeting since 2003.\u00a0 He was appointed to Vice Chair of SG 4 between 2012 and 2019.\u00a0 He has been serving as Chair of WP 4C (Mobile Satellite Services) since 2016 up to now.\u00a0 In WRC-19, he contributed to the conference as Chair of Committee 5 which is comprehensively responsible for agenda items related to satellite and science services.\u00a0 He has been also involved in activities of APG (APT Conference Preparatory Group for WRCs) since 2013 and was appointed to Chair of APG-27 in June 2024.<\/div><\/div><\/div><\/div><\/div><\/div>\n\n\n\n

His team is dedicated to monitor and ensure the effective and precise deployment of satellites in geostationary and non geostationary orbits in conformity with the Radio Regulations, as well as the treatment of cases of harmful interference affecting space services.<\/p>\n<p data-brblocks-orig-node="1">Mr. Ciccorossi advises ITU Member States, Sectors Members and ITU intersectoral groups on technical regulatory matters of space services, including those related to space sustainability activities in the context of ITU and the Radiocommunication Bureau.<\/p>\n<p data-brblocks-orig-node="1">Prior to the current position, he has taken the following responsibilities:<\/p>\n\n<ul>\n \t<li style="list-style-type: none">\n<ul>\n \t<li data-brblocks-orig-node="1">Acting Head of the Satellite Systems Coordination Division at the International Telecommunication Union (ITU).<\/li>\n \t<li data-brblocks-orig-node="1">Chairman of the 22nd. He joined ZTE working on software development and system design of wireless communication system in 2000. Since 2006, he has been focusing on advanced radio access technology research and critical emerging technologies and standardization with over 30 published papers and 100 granted patents held globally. The team under his leadership works in 200+ international\/regional\/domestic Standardization Organizations, Industrial Alliances\/Fora\/Consortia and Open Source Communities of significant prominence.\r\n\r\n \r\n\r\nHe has been elected Vice Chairman of 3GPP GERAN TSG for three consecutive terms since 2011. Danny Tham brings over 25 years of experience in satellite communications, during which he has witnessed first-hand the key phases in the evolution of the satellite industry.\r\n\r\nHis career spans the boom-and-bust cycle of NGSO satellite broadband in the late 1990s, the peak years of satellite pay TV, the convergence of satellite and mobile communications driven by new technologies, and today\u2019s new and emerging space applications.\r\n\r\nHe currently heads the Uncoordinated Space Systems Division within the Space Services Department of the ITU Radiocommunication Bureau, responsible for satellite systems primarily associated with scientific services and emerging space applications.\r\n\r\nHe has deep expertise in satellite coordination and the practical application of the ITU Radio Regulations, and is extensively involved in World Radiocommunication Conference preparations and related regulatory activities.<\/div><\/div><\/div>\n\n

Mr. Hovstad is the Principal Spectrum Engineer at Asia Satellite Telecommunications Co. Ltd. (AsiaSat) in Hong Kong, where he has worked since 2000. Prior to joining AsiaSat, Mr. Hovstad was with Telenor Satellite in Norway.\r\n\r\nOver the past 30+ years, Mr. Hovstad has been actively involved in the work of the ITU, in particular the frequency coordination process for satellite networks and the World Radiocommunication Conference (WRC) process. \u00a0He has participated in all World Radiocommunication Conferences since 1997.\r\n\r\nSince WRC-03, Mr. Hovstad has chaired numerous groups at WRCs and during the preparatory processes in the study cycles leading up to those conference. In 2020, he was appointed Vice-Chair of ITU-R Working Party 4A, a position he continues to hold. During the current study cycle leading up to WRC-27, Mr. Hovstad chairs the group in the ITU-R Working Party 4A which is responsible for preparing for WRC-27 Agenda Item 1.5 on unauthorized earth stations of non-GSO FSS and MSS satellite systems.\r\n\r\nMr. Hovstad has also actively worked within the regional groups CEPT and APT in their WRC preparatory work. Currently, he chairs the group in the APT Conference Preparatory Group for WRC (APG), preparing regional positions and proposals for WRC-27 Agenda Item 1.5.<\/div><\/div>
