Ladies and Gentlemen,

Thank you for offering Viet Nam the opportunity to make a statement at this Plenipotentiary Conference. On behalf of the Vietnamese Government, I would like to extend our warmest greetings to you all.

Mr. Chairman, let me joint my previous speakers to congratulate you for being elected as chairman of this important Conference of the Union. I am confident that under your chairmanship, this conference will be a great success. I would also like to express our gratitude to the Government of Republic of Korea for the magnificent hospitality extended to the delegates of this Plenipotentiary Conference.

We, all, know that the main mission of ITU is to enable and foster the growth and sustained development of telecommunication networks and services and to facilitate universal access so that people everywhere can participate in, and benefit from. Therefore, Viet Nam is expected that this Conference will discuss and approve a suitable strategic plan for the coming period, having a good vision in shaping, promoting the development of telecommunications, contributing to social - economic development, protecting the environment, responding to natural disasters, increasing access to information for people, particularly for people with disabilities and disadvantaged.

In our side, recognizing the important role of the Information and communication technologies (ICTs) to serve as an important driving force for the country's growth and sustainable development, Viet Nam Government has set up National Broadband Strategy to ensure universal, sustainable and affordable access to broadband services for all Vietnamese as follows:

  1. Ensure clear, transparent, fair policy and regulatory environment to promote competition in the market and increase incentives for investment in telecom broadband infrastructure and to protect user's right to access to broadband services with high quality and affordable price,
  2. Create favourable conditions for public-private partnership (PPP) and multistate holder mechanism to bridge digital gab between rural and urban arrears, between poor and rich people by using USO Fund for supporting telecom operators in rolling out their network in remote, mountainous areas of country in fast and effective way,
  3. Promote applying advanced technology, especially wireless broadband access solutions and refarming low frequency bands and fulfilling TV digitalization to provide fast and secure connection to everyone including children, women and the physically challenged people,
  4. Strengthen international cooperation by further liberalizing our ICT market and common effort against threads on Internet.

    Over the years, Viet Nam has tried its best to make contributions to the work of the Union by providing experiences, nominating numerous people to the ITU works and making proposals to ITU meetings.

    Recognizing the importance role of  Radio Regulations in developing ICT infrastructure, Viet Nam would like to contribute more to the work of the Union. The Government of Viet Nam has put a candidature, Mr. Doan Quang Hoan for member of the RRB  and hope to receive support from ITU Members States for our participation in this area.
May I wish all distinguished delegates good health and a great success for the Conference!
