오늘, 새로운 ICT 글로벌 미래 비전을 논의하는 자리에서 인사드리게 된 것을 대단히 기쁘게 생각합니다. 이번 ITU 전권회의 개최국의 ICT 총괄 부처 장관으로서,
ICT 발전을 위해 국경과 이해관계를 초월해 함께 협력해 오신
ITU와 회원국들의 노력에 경의와 감사의 뜻을 표합니다.
It is a great pleasure to address this gathering that discusses the future vision for global ICT. As the head of the competent ministry of the host country, I offer you great respect and appreciation for the efforts of ITU and member states.
ITU 전권회의에서는 ITU 헌장과 협약, 결의 등의 제․개정을 통해, 각 국의 ICT 정책과 산업 발전에 막대한 영향을 미칠 수 있다는 점에서 더욱 엄중한 책임감을 느낍니다.
The ITU Plenipotentiary Conference is an important event that greatly impacts the ICT the development of national policies and industries through by adopting or revising the ITU constitution, convention, and resolutions.
특히, 이번 전권회의는 ITU 설립 150주년을 앞두고 개최되는 바, 4년 이상의 미래를 내다보고, 인류 공동 발전에 기여할 수 있는 ITU의 나아갈 방향을 수립해야 합니다. (이런 측면에서)
In view of the upcoming 150th anniversary of ITU, the PP-14 will need to look beyond the next 4 years and establish the future direction of ITU in a way that contributes to the co-prosperity of all mankind.
이런 측면에서 ITU가 구상하고 있는 ICT의 미래 발전 방향이 성장, 포용, 지속가능성, 혁신과 협력을 핵심으로 한다는 점에 대해 매우 환영하며, 적극 지지합니다.
In this respect, I welcome and support the future direction laid out by ITU which emphasize growth, inclusiveness, sustainability, innovation and collaboration as the future direction of ICT development.
뿐만 아니라, 어제 50여개국 ICT 장관들이 모인 자리에서도 ICT를 통한 지속가능 발전에 대한 '부산선언문(Busan Declaration)'을 채택함으로써, ITU의 미래 비전에 대한 각 국의 지지와 협력 의지를 확인할 수 있었습니다.
Moreover, the ICT Ministerial Conference, which was held yesterday and attended by ICT ministers from 50 states, adopted the Busan Declaration and reaffirmed our commitment to work together to realize ITU's vision.

국경간 교류와 연결이 활발해지는 초연결사회로 진입하고 있는 지금,
ICT 부문의 발전은 더 이상 개별 국가만의 문제로 볼 수 없습니다.

We are about to enter the aged of hyper-connected society where cross border activities and connections become stronger than ever. In such a world,
ICT sector development is no longer an individual nation's issue
여전히 많은 사람들이 브로드밴드나 ICT에 접근하는데 있어서 어려움을 겪고 있는 것이 현실입니다. (그런 의미에서)그런 의미에서 이번 전권회의에서는, 최신 ICT 기술 개발 및 산업발전을 위한 논의와 동시에, ICT의 혜택에서 누구도 소외되지 않도록 개도국의 인프라를 확충하고, 안전하고 건전한 ICT 활용 환경을 조성하기 위한 ITU 차원의 해법을 함께 고민하고 만들어가기를 기대합니다.
And the fact remains that there are still many who have little or no access to broadband or ICT. In this respect, we look forward the PP-14 to not only discuss technological and industrial development, but also collectively address the issue of expanding the infrastructure in developing countries and creating the environment conducive for secure and sound utilization of ICT.
무엇보다도 각 국의 ICT 현황에 대한 고민과 정책 경험을 공유하면서, 공동의 발전을 위해 상호 이해를 증진해 나가야 할 것입니다. 한국 정부 역시 국제사회의 일원으로서,
세계 각국의 ICT 발전에 기여하기 위해 우리의 정책 경험과 노하우를 ITU 회원국과 지속적으로 공유하고자 합니다.
More importantly, it is vital for member states to share views on current challenges and policy experience, thereby strengthening mutual understanding and joint efforts. The Korean government will fulfill its part by continuouosly sharing our policy experience and know-how with other member states.
한국은 지난 20년간 국가사회 발전동력으로 '국가정보화'를 추진하여
세계 최고수준의 ICT 인프라와 ICT 산업 발전을 이루어냈습니다. 최근에는 '융합'을 통한 창조경제 역동성을 제고하기 위해 교육, 산업, 문화 등을 포괄하는
ICT 융합을 전 국가적 아젠다로 삼아 전 부처와 민간의 협업 하에 추진하고 있습니다.
For the past 20 years, Korea pursued a strategy of 'National Advancement of IT technology' and thus successfully built a world-class ICT infrastructure and industries. Recently, ICT Convergence was adopted as a national agenda in as an enabler of Creative Economy and was applied to education, industries, and culture. This agenda is driven by pan-government cooperation and public-private collaboration.
내빈 여러분,
오늘 우리가 이 자리에 모인 이유는, ICT를 통해 더욱 안전하고, 건강하며, 풍요로운 삶을 모든 국가와 계층이 누릴 수 있도록 하기 위해 무엇을, 어떻게 해야 하는지 함께 고민하기 위한 것입니다.
The reason we are gathered here today is to deliberate on the 'what' and 'how' that is required for all societies and classes to leverage ICT for safer, healthier and better lives.
비타민 결핍으로 인해 인체의 균형에 문제가 발생하는 것처럼, 'ICT 결핍'은 개인과 사회의 균형을 깨뜨려 지속가능한 성장과 발전을 저해할 수 있습니다. 따라서 누구도, 어떤 이유로도, ICT의 발전에서 소외되는 일이 없도록협력해 나가야 할 것입니다.
Just as the human body's balance breaks down due to vitamin deficiency, ICT deficiency will break the balance between individuals and societies, and consequently undermine sustainable growth and development. Thus, we must make a concerted effort so that no one is excluded from ICT development for any reason.
마지막으로, 이번 전권회의 기간 동안에는 다양한 국가의 혁신적 기술과 서비스를 한 자리에서 확인해 볼 수 있는'월드 IT쇼'전시회와 창조경제의 성과와 미래비전에 대해 논의하는 '글로벌 ICT 프리미어 포럼' 등 다양한 특별행사가 개최되므로 많은 참여를 부탁드립니다.
As I close, I'd like to remind you that various special events will also be taking place during the Conference. This includes the World IT Show where innovative technologies and services of different countries will be on display, as well as the Global ICT Premier Forum which will discuss the accomplishments and future vision of Creative Economy. I hope you will attend these events as well.
