Our national experience shows that sustainable connectivity and digital innovation are key drivers of development, peace, and social equity. My contribution emphasizes: Bridging Digital Divides: — Promoting equitable access for rural, women, and youth communities through digital literacy, affordable broadband, and innovation ecosystems. Green Digital Transformation: — Encouraging eco-friendly ICT infrastructure and policies that balance innovation with environmental stewardship, inspired by Quranic principles of moderation (Al-Furqan 25:67) and responsibility (Al-A’raf 7:31). Resilient Telecommunication Systems: — Strengthening data protection, cybersecurity, and trusted networks for peace and national security, aligned with the Islamic ethical framework of Amanah (trust) and Maslahah (public good). Space Connectivity & Innovation Ecosystems: — Leveraging satellite and AI-driven technologies to support the UN SDGs and OIC cooperation on digital inclusion and ethical governance. Faith, Peace, and Security: — Advancing a value-driven digital future that ensures halal innovation and justice in the information society — linking Ekhokāl (present life) to Porokāl (hereafter) through integrity, compassion, and accountability. Bangladesh reaffirms its commitment to collaborate with ITU, WSIS, and OIC frameworks to ensure that digital transformation remains inclusive, ethical, and sustainable — upholding both global standards and moral harmony.

Date: 02th November, 2025 General Feedback on the Report: As a global member of the Internet Society (ISOC) and a System Analyst in the Ministry of Finance, Bangladesh, I deeply appreciate the ITU’s 160 years of commitment to “connecting the world and beyond.” I welcome the second draft of the Secretary-General’s report for WTPF-26 and commend its focus on inclusion, resilience, innovation, and sustainability. From Bangladesh’s perspective—and from an Islamic ethical worldview—the future of digital development must harmonize technological progress with moral responsibility. The Qur’an reminds us: “And do good; indeed, Allah loves the doers of good.” (Surah Al-Baqarah 2:195) Thus, the digital world should uphold halal innovation, avoiding harm (haram) and injustice, ensuring equity, privacy, and peace. Technology should serve humanity, not dominate it. Key Comments and Recommendations: Bridging Digital Divides with Ethical Foundations: ICT policies must integrate social justice and compassion. The Prophet Muhammad (peace be upon him) said: “The best of people are those who are most beneficial to others.” (Hadith – Daraqutni) Hence, digital inclusion efforts—especially for women, youth, and the elderly—should prioritize empowerment over dependency, reflecting both SDGs and Islamic social ethics. Green and Halal Digital Transformation: A “halal-by-design” digital economy encourages environmentally sustainable and morally responsible technology use. Drawing on Qur’anic teachings on stewardship (khalifa fi al-ard), ICT systems should minimize waste and energy use while promoting circular digital ecosystems and fair data governance. Resilient ICT for Peace and Security: Faith, family, and moral education must be at the core of cybersecurity awareness. True resilience is not only technical but also spiritual and social. ICT strategies should promote harmony, trust, and ethical conduct across the digital Ummah and beyond. Space Connectivity and Global Cooperation: As humanity extends connectivity to space, Islamic guidance calls for humility and responsibility: “He created the heavens and the earth in truth; He wraps the night over the day and the day over the night.” (Surah Az-Zumar 39:5) Global cooperation—especially through the OIC and ITU—can ensure that space technologies are used for peaceful, educational, and humanitarian purposes. ICT-Centric Innovation and OIC-ITU Collaboration: The OIC countries, representing over 1.8 billion people, can collectively lead in ethical AI, halal cybersecurity standards, and digital entrepreneurship. A joint ITU–OIC platform could foster interfaith and intercultural dialogue on digital ethics, ensuring a just and inclusive digital civilization. Conclusion: In this Decade of Digital Peace and Sustainable Connectivity, we must combine technological excellence with moral guidance. The ITU’s leadership, supported by multilateral and faith-aligned frameworks like the OIC, can ensure that innovation remains both lawful (halal) and beneficial (maslahah)—advancing peace, security, and human dignity in both this world (dunya) and the hereafter (akhirah).
