Emilce Portillo, CONATEL 

Emilce has been working for about 6 years with the Paraguayan government. She currently works as technician in the Market Study Division at the National Telecommunications Commission (CONATEL). Before that, she worked as Analyst at the Ministry of Finance in Paraguay.  
Emilce has a degree in Economy from the National University of Asunción. She further specialized in Economics and Regulation of Telecommunications at the European University of the Atlantic - Spain. She received her Master’s Degree in Formulation, Evaluation and Management of Investment Projects from the National University of Asunción, and completed a specialization in University Didactics at the Autonomous University of Asunción. Emilce has a Professional Certificate in Public Management for Development by the Inter-American Development Bank and a Diploma in Management for Results with Orientation to Budgeting for Results by the IDEA International Institute under the standards of Laval University (Canada).  

She is an enthusiastic participant of the ITU initiative “Americas Girls Can Code”.
