Eng. Sultan AlBaloosh

Manager Spectrum Policy, Spectrum Management Affairs Department, Telecommunications and Digital Government Regulatory Authority (TDRA)

Sultan is currently (Manager Spectrum Policy) at the Telecommunications Regulatory Authority (TRA) of the United Arab Emirates with 12 years of professional work experience in the ICT sector counting works on radiocommunication strategies and spectrum policies. He has been putting various efforts to develop and review regulations and policies related to spectrum management by setting the review plans, working on their implementation, and conducting public consultations and associated workshops with ICT sector stakeholders in the UAE.


Holding Masters Degree in Public Administration (MPA) from Mohammed Bin Rashid School of Government in UAE since 2015 and a Bachelor's Degree of Engineering (B.ENG) in Electronics (Honors) from Khalifa University in UAE obtained in 2008. Representing UAE in International Telecommunications Union (ITU) Radiocommunications Sector Study groups meetings and in various GCC, Arab, International ICT, and Spectrum-related meetings. In addition to several levels of participation at National, Regional and International forums including ITU’s conferences and meetings since 2010 in its three sectors such as PP-18, WTSA-12, WCIT-12, WTDC-10/14/17, and WRC-12/15/19.

​ Chairing the Working Group on Technologies development and standards within Arab Spectrum Management Group (ASMG). Member of several TDRA’s Committees and Teams including WRC Preparations, 5G implementation, and IOT Committee. Moreover, being a member of different UAE national committees for Telecoms Emergency, Enabling 4th Industrial Revolution (4IR) in UAE, Civil UAS, and Autonomous Vehicles.
