Fixed, mobile and satellite convergence (FMSC) is the capability that provides services and applications to end users regardless of the fixed, mobile or satellite access technologies being used. Recommendation ITU-T Y.3230 provides an overview of FMSC, quality of service (QoS) considerations, QoS assurance requirements, a framework and an example QoS assurance procedure for FMSC in the context of IMT-2020 networks and beyond. Radio aspects are out of the scope of this Recommendation.
