INTERNATIONAL TELECOMMUNICATION UNION RADIOCOMMUNICATION BUREAU (Direct Fax No. +41 22 730 57 85) Administrative Circular CAR/12 30 April 1994 TO THE ADMINISTRATIONS OF MEMBERS OF THE ITU Proposed approval of 12 draft new and revised Recommendations adopted by Radiocommunication Study Groups 10 and 11 at their joint meeting on 3 March 1994** Recommendations adopted individually by Study Group 10 are submitted in Administrative Circular CAR/8 and those adopted individually by Study Group 11 in Administrative Circular CAR/11. At the joint meeting of Radiocommunication Study Groups 10 and 11 (Sound and television broadcasting), held on 3 March 1994, the Study Groups unanimously adopted the texts of 12 draft new and revised Recommendations, and agreed to apply the procedure of Resolution ITU-R 1 (see § 10) for approval of Recommendations between Radiocommunication Assemblies. The titles of these Recommendations are given in the Annex. Having regard to the provisions of § 10.4.1 of Resolution ITU- R 1, I should be grateful if you would inform me by 30 July 1994, whether your Administration approves or does not approve these draft Recommendations. A Member who indicates that a draft Recommendation should not be approved is requested to advise the reason and indicate possible changes in order to facilitate further consideration by the Study Groups during the study period. After the above-mentioned deadline, the Director of the Radiocommunication Bureau will notify the results of this consultation by administrative circular and make arrangements for the Recommendations to be published in accordance with Resolution ITU-R 1. Draft new Recommendations Draft new Recommendation ITU-R BR.[Doc. 10/75] 10-11/BL/3 SYSTEM FOR DIGITAL SOUND BROADCASTING TO VEHICULAR, PORTABLE AND FIXED RECEIVERS FOR BSS (SOUND) IN THE FREQUENCY RANGE 1 000 - 3 000 MHz This draft new Recommendation recommends that administrations should complete their evaluations of digital sound broadcasting technologies prior to December 1994 in order to allow timely consideration of all technical factors related to a draft new Recommendation on digital sound broadcasting systems during the relevant ITU-R Working Party meetings in December 1994. Digital sound broadcasting services implemented in the BSS (sound) bands in the frequency range 1 000 to 3 000 MHz may use digital system A, which is described in Annex 1 of the draft revised version of Recommendation ITU-R BO.789. Draft new Recommendation ITU-R.BO.[Doc. 11/222] 10-11/BL/12 CALCULATION OF TOTAL INTERFERENCE BETWEEN GEOSTATIONARY-SATELLITE NETWORKS IN THE BROADCASTING-SATELLITE SERVICE A detailed method is given to calculate the total interference between two satellite networks in the broadcasting-satellite service, including a derivation of the relative alignment for linear polarization. 2. Draft revised Recommendations Draft Revision of Recommendation ITU-R BR.602-2[Doc. 11/169] 10-11/BL/8 EXCHANGE OF TELEVISION RECORDINGS FOR PROGRAMME EVALUATION Changes have been proposed to delete reference to U-format whilst leaving only the VHS format as recommended for the international exchange of recorded programmes for programme evaluation. Draft Revision of Recommendation ITU-R BR.714[Doc. 11/165] 10-11/BL/4 INTERNATIONAL EXCHANGE OF PROGRAMMES ELECTRONICALLY PRODUCED BY MEANS OF HIGH-DEFINITION TELEVISION The revision of this Recommendation is mainly editorial and consists of appending Report 1231 as an annex. Draft Revision of Recommendation ITU-R BR.716-1[Doc. 11/172] 10-11/BL/10 AREA OF 35 mm MOTION PICTURE FILM USED BY HDTV TELECINES The revision of this Recommendation mainly consists of some changes to Table 1 to include additional cases of film aspect ratios (pan-scan, cinemascope and letter-box) for conversion purposes. Draft Revision of Recommendation ITU-R BR.777 [Doc.10/61] 10- 11/BL/1 INTERNATIONAL EXCHANGE OF DIGITAL AUDIO RECORDINGS This Recommendation has been modified to take into account the need of full interchange at international level digital audio recordings in the R-DAT format. An annex has been added to specify the alignment level in digital audio production equipment and in digital audio recorders. Draft Revision of Recommendation ITU-R BR.778[Doc. 11/170] 10-11/BL/9 ANALOGUE COMPONENT TELEVISION TAPE RECORDING Standards for the international exchange of television programmes on magnetic tape The revision to this Recommendation updates the reference to relevant IEC standards. It also specifies the alignment level and the allocation of audio tracks for the accompanying programme sound recording. Draft Revision of Recommendation ITU-R BR.781[Doc. 11/167] 10-11/BL/6 HDTV TELECINE COLOUR BALANCE FOR FILM PROGRAMMES The proposed revision is extending the HDTV Telecine colour balance to different levels of neutral areas on the film without specific reference to areas balanced for a D65 illuminant. Draft Revision of Recommendation ITU-R BR.782[Doc. 11/166] 10-11BL/5 AREA OF 35 mm PRINT FILM USED FOR 4:3 CONVENTIONAL TELEVISION SYSTEMS Minor amendments have been proposed to this Recommendation. They concern in particular, reference to relevant ISO standards and to the discussions of the maximum area of the 35 mm release print film. Editorial changes have also been included. Draft Revision of Recommendation ITU-R BR.783[Doc. 11/168] 10-11/BL/7 AREA OF 35 mm RELEASE PRINT FILM USED FOR CONVENTIONAL RESOLUTION 16:9 TELEVISION SYSTEMS The revision of this Recommendation includes reference to ISO Standard 2939 and the specifications for the maximum area of a film frame on 35 mm which applies to release print. Some changes have also been introduced in Table 1 to include additional cases of film aspect ratios (pan-scan, cinemascope and letter-box) for conversion purposes. Draft Revision of Recommendation ITU-R BO.788[Doc. 11/209] 10-11/BL/11 CODING RATE FOR VIRTUALLY TRANSPARENT STUDIO QUALITY HDTV EMISSIONS IN THE BROADCASTING-SATELLITE SERVICE This Recommendation specifies the coding rate for virtually- transparent picture quality for high-definition television in the broadcasting-satellite service, for associated sound and data signals and for overhead such as error correction and synchronization. Members are encouraged to continue their efforts to produce the same picture quality at lower bit rates. An annex is added that deals in some detail with quality objectives for the digital picture coding of virtually transparent studio quality HDTV, including results of recent studies and laboratory tests in several countries. Draft Revision of Recommendation ITU-R BO.789 [Doc. 10/74] 10-11/BL/2 DIGITAL SOUND BROADCASTING TO VEHICULAR, PORTABLE AND FIXED RECEIVERS FOR BSS (SOUND) IN THE FREQUENCY RANGE 500 - 3 000 MHz This Recommendation specifies that digital sound broadcasting systems should be used when introducing sound broadcasting from satellites and complementary terrestrial broadcasting in the frequency ranges allocated by WARC-92 to the broadcasting-satellite service (sound). Technical and operational characteristics and capabilities of the transmitter and receiver components of a total system are dealt with. Annex 1 presents a description of ITU-R digital system A, which is based on the Eureka 147 digital audio broadcasting system. This Annex is updated and a new Annex 2 presents an alternative digital system B, based on recent work by the Electronic Industries Association of the United States. _______________
